## MOVEMENT CONTROL OFFICER, P3 - Organization:DOS - Department of Operational Support - Office:DOS in Brindisi, Italy Org. Setting and Reporting:The Department of Operational Support (DOS) was established to provide end-to-end operational support, advisory services and other solutions to operating entities across the Secretariat, including departments, Offices Away from Headquarters, peace operations, and regional commissions. The Office of Supply Chain Management includes the Office of the Assistant Secretary-General for Supply Chain Management, Logistics Division, Procurement Division, Uniformed Capabilities Support Division, Global Service Centre and the Enabling and Outreach Service. The Logistics Division (LD) performs a central role in the implementation of end-to-end supply chain management across the United Nations (UN) operations. The LD provides direction and advice on logistical matters, monitors and assesses the delivery of strategic transportation and support services and directs the delivery of transportation and specialist support services in the functional areas of air transport including unmanned/remotely piloted aviation, ground transport, engineering, medical and supply, inclusive of fuel, rations and general supplies and security equipment. The Integrated Movement Service (IMS) provides unified strategic oversight of multimodal movement operations. It comprises the Strategic Multimodal Movement Operations Centre (SMMOC) in Brindisi, Movement Control and Delivery Planning capacity in New York, and Forward Support Deployment Hub in Entebbe, to provide seamless service to all UN secretariat entities. As a single coordination entity, IMS delivers an integrated end-to-end approach that aligns multimodal transportation activities and enhances operational efficiency. This position is located in the Strategic Multimodal Movement Operations Centre (SMMOC) within the Integrated Movement Service (IMS), Logistics Division (LD), Office of Supply Chain Management (OSCM), Department of Operational Support (DOS). The position is based in Brindisi, Italy. The incumbent of the post will report to the Chief SMMOC or designated official. Responsibilities:Within limits of delegated authority, the Movement Control Officer will be responsible for the following duties: 1) Receives client requests for transportation of military/police contingent deployment/rotation/repatriations and United Nations Owned equipment:Assesses and identifies most feasible and cost-effective solutions.Analyzes, plans, implements and manages transportation of personnel and equipment of countries contributing contingents and United Nations owned equipment to and from the United Nations peacekeeping missions and other DOS clients.Finalizes the plan by liaison, negotiation and coordination with the clients, the relevant Permanent Mission and directly with the National Government, where necessary, prior to implementation.Resolves any conflicts between these organizations. Analyzes and confirms that rotation/deployment plans are in compliance with the Guidelines for Governments contributing troops to UN Missions (that is, within the broad parameters given) and with the field missions' operational needs.Attends DOS meetings on allocated missions and any mission planning meetings with or on behalf of the Unit Chief and brief attendees on movement-related matters including planning parameters and current situation.Offers expert guidance on transportation matters to clients and management. 2) Develops and implements movement plans:Anticipates client’s transportation requirements and develops capacity to provide responsive solutions.Prepares cost estimates for mandate periods for budget purposes.Prepares requisitions or Letters of Assist for the required movement ensuring that requirements and specifications are accurate and complete and obtains funds availability certification.Develops SOWs to accurately reflect transportation requirement, taking all aspects of the end-to-end movement into account.Coordinates requisition process with the Procurement Division (PD) to ensure that bidding and approval processes meet required timetable.Ensures bid document prepared by PD conforms with operational requirements and attends bid opening when necessary.Reviews bid responses and conducts operational and technical evaluation and analysis of the bids (including any alternate options proposed by bidders) to ensure offers meet technical requirements and matches operational needs. Ensures vendor documentation is correct. Prepares bid evaluation to be forwarded to the PD.Negotiates with Permanent Missions and/or National Governments to resolve Letters of Assist details within the required operational parameters. Establishes financial limits as being the equivalent costs to the United Nations. Prepares Letters of Assist submission for Committee on Contracts including justification and recommendations.Attends and advises Committee on Contracts on award with Unit Chief when required.Keeps DOS, Permanent Missions and Peacekeeping missions informed of progress throughout process.Collects and analyzes data to identify trends or patterns and provides insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. 3) Coordinates movements of personnel and freight in support of client entities:Implements movement plans, tasks contracted transportation assets/services, coordinates operations, monitors end-to-end delivery and performance.Liaises with clients to ensure standard of service is met and to build on lessons learned for further improvement.Establishes collaborative partnerships with service providers ensuring that contractual terms are met and services are delivered in most cost effective and efficient way.Collects and analyses movements data, maintains digital dashboards, and uses accurate collected data to influence decision making for service improvements and efficiency.Supports other Units and activities within IMS as required by the reporting officer. - Assesses and identifies most feasible and cost-effective solutions. - Analyzes, plans, implements and manages transportation of personnel and equipment of countries contributing contingents and United Nations owned equipment to and from the United Nations peacekeeping missions and other DOS clients. - Finalizes the plan by liaison, negotiation and coordination with the clients, the relevant Permanent Mission and directly with the National Government, where necessary, prior to implementation. - Resolves any conflicts between these organizations.
