Organizational Context and Scope TO COPY-PASTE FROM POSTING DESCRIPTION ## Responsibilities 1. Support the systems and processes review for implementing partners (IP) , budget review,financial review, risk mitigation procedures and other IP procedures. 2. Evaluate IP Standard Operating Procedures (SOPs), IP Capacity Assessment,and IPPerformanceScorecard and other tools, and propose measures to enhancetools andprocedures, and streamline processes with the objective of improving IP financial and fiduciaryaccountability. 3. Support the development of benchmark costs for IP staff and office costs as to be used asreferenceforIPbudgetreviews. 4. Support initiatives and recommendations to strengthen the IP unit and to build staff capacity,includingprovidingtrainingandguidancetootherstaffmembers. 5. Suggest and recommend tools, generate data analytics, and propose service standard levelof IP sub-unit, and collaborate to enhance IOM Pakistan Portal modules relevant to IP engagements. 6. Provide support in mentoring IPs with respect tosystems and processes in ordertostrengthenaccountabilityandtransparency. 7. Support in conducting IP Capacity Assessment (CA) and prepare report stating the IP risk levelandidentifyareasforimprovement.IPFinancial/ProcurementProceduresandReview 8. Review IP budget proposals, ensuring reasonableness of budget line items and unit costs, reflecting prevailing market rates and determining justifiable level of effort to the projects. 9. Support in preparing Work Program for IP financial review and determineextent of substantivetestingproceduresbasedonresultsofIPCA. 10. Ensurethat IPs conduct all procurement transactions in accordance with IOM procurementrulesandregulationsaswellaswiththemission'sprocurement permanentinstructions. 11. Mentor and monitor the procurement process of IPsongiven threshold by observing IPtenderprocedures, verification of suppliers and conducting the required spot check. 12. ConductqualitycontrolcheckofallIP-relatedfilesandRequestforPayments. 13. Conduct assurance procedures for transactions that have a material impact on the financialreports. 14. Attend housekeeping matters in terms of open engagements and provide periodic updates onopenitemsintheIOMaccountingsystem. 15. MaintainasoundfilingsystemofallIP-relatedfilesfrombeginningtoclosureofengagement. 16. ProvideadhoctranslationofdocumentsfromUrdutoEnglish. 17. Performsuchotherdutiesas may beassigned. ## Qualifications Required Qualifications and Experience Education - University degree in Accounting,Business Administration or a related field from an accreditedacademic institution, with four years of relevant professional experience; orCompleted High school degree from an accredited academic institution, with six years of relevant professionalexperience;ProfessionalcertificationasCharteredAccountantorcertifiedpublicaccountantisanadvantage. Accredited Universities are those listed in theUNESCO World Higher Education Database. Experience - Experienceinfinanceandaccounting;and, - Experience inprojectfinancereportingandknowledgeinconductingauditorIPreview. Skills - KnowledgeofUNaccountingsystemsandproceduresandERPsystemsisadistinctadvantage. - Proven ability to prepare clear andconcise reports andto analyze and interpret sourceinformationanddata. - Highlevelofcomputerliteracyisrequired. - ExcellentknowledgeofExcel,andgoodknowledgeofotherMSOfficeproducts Languages All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
