## Associate Human Resources Officer, P2 - Organization:DOS - Department of Operational Support - Country:United States - Office:DOS in New York, USA Org. Setting and Reporting:This position is located within the Common Administrative Platform at United Nations Headquarters, referred to as the One Executive Office ("One EO"), under the Division of Administration in the Department of Operational Support (DOS). One EO started its transition phase on 1 January 2026 as part of the UN80 reform initiative, which aims to consolidate common administrative functions across Secretariat entities into unified service platforms. The Department of Operational Support (DOS) was established to provide end-to-end operational support, advisory services and other solutions to operating entities across the Secretariat, including departments, offices away from headquarters, peace operations, and regional commissions. The Division of Administration (DOA) in New York provides administrative support functions (human resources, budget, finance and general administration) and facility management and commercial services to entities at United Nations Headquarters. It also provides financial operational services to entities across the globe. As Common Administrative Platform, the Division comprises the OneEO, the Financial Operations Service (including OnePayroll), and the Facilities and Commercial Activities Service. One EO provides the full range of administrative and operational services required by New York–based Secretariat client entities to fulfil their mandates, including human resources management, financial administration, travel, and general administrative support. The Associate Human Resources Officer will report directly to the Chief of Unit/desk. Responsibilities:General:Provides advice and support to managers and staff on human resources related matters.Keeps abreast of developments in various areas of human resources. Recruitment and placement:Reviews requests, signs job offers and coordinates onboarding of new staff.Prepares and presents cases to appointment and promotion bodies.Serves as ex-officio in examinations boards.Monitors the work of the Human Resources Assistants in carrying out all human resources administrative transactions including preparation of personnel actions, transactions related to onboarding and separations, processing of contracts, and others.Supervises and monitors the work of the human resources assistants in carrying out all human resources transactions related to onboarding, including preparation of personnel actions, onboarding clearances and other. Administration of entitlements:Administers and provides advice on salary and related benefits, travel and entitlements.Provides advice on interpretation and application of policies, regulations and rules. Reviews and provides advice on exceptions to policies, regulations and rules.Determines and recommends benefits and entitlements for staff on the basis of contractual status.Approves certain entitlements in ERP systems, such as education grant and other, as per established workflows.Reviews and endorses recommendation for on-boarding entitlements of the candidate by the client offices, including step-in-grade on initial appointment. Staff development and career support training:Designs plans and conducts period entitlements monitoring exercises and provides reports on the findings and recommendations to other stakeholders.Provides induction orientation and briefing to new staff members. Other duties:Contributes to the collection and analysis of data as well as identification of trends or patterns and provides draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting.Performs other duties as required. - Provides advice and support to managers and staff on human resources related matters. - Keeps abreast of developments in various areas of human resources. Competencies:PROFESSIONALISM: Knowledge of main principles and building blocks of human resources management in general, and, in particular, knowledge of UN Staff Regulations and Rules and their application in the organizational settings covering recruitment, onboarding, contract management and administration of entitlements and benefits; Demonstrated technical knowledge on the development of e-staffing guidance materials; knowledge of the United Nations staff rules and regulations, human resources policies, procedures and practices. Able to perform analysis, modeling, and interpretation of HR data in support of decision-making. PLANNING&ORGANIZING: Develops clear goals that are consistent with agreed strategies. Identifies priority activities and assignments; adjusts priorities as required. Allocates appropriate amount of time and resources for completing work. Foresees risks and allows for contingencies when planning. Monitors and adjusts plans and actions as necessary. Uses time efficiently. CLIENT ORIENTATION: Ability to identify clients' needs and propose appropriate solutions; ability to establish and maintain productive partnerships with clients; Considers all those to whom services are provided to be "clients" and seeks to see things from clients' point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients' needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients' environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client. Education:An advanced university degree (Master's degree or equivalent) in public or business administration, human resources management or related area is required.
