## Field Property Inspector - Administration & Support Services Department, West Bank - Organization:UNRWA - United Nations Relief and Works Agency for Palestine Refugees in the Near East - Country:occupied Palestinian territory - Office:UNRWA in Gaza, occupied Palestinian territory Organizational Setting and Reporting UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5.8 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA's services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance, and emergency assistance. UNRWA is the largest UN operation in the Middle East with more than 30,000 staff. UNRWA is funded almost entirely by voluntary contributions. The incumbent: Supervisor: The incumbent of this post is responsible to the Field Administration Officer (FAO), A16. Supervisees: The incumbent of this post provides direct and/or technical supervision to professional and/or general services staff member(s). 1- Plans and leads the comprehensive annual inspection process of assets and random checks of expendable, attractive or special items in all Field installations; develops the necessary reports in accordance with the Property Management Manual (PMM) and reports findings to the supervisor. 2- Analyzes property management and inspection processes in the Field in terms of efficiency and cost effectiveness and recommends to the supervisor improvements as may be required; contributes to the improvements of Field Property management and inspection policies, processes, and procedures. 3- Reviews and processes Survey Requests (SR) for properties which have been lost, stolen or damaged, whether by a staff member or other person, surplus, obsolete, unserviceable through fair wear and tear (Normal Use) or which is Beyond Economic Repair (BER). 4- Oversees investigations and resolves all queries relating to willfully damaged or stolen or missed property or any other cases related to Properties; ensures related reports are submitted, follow up actions initiated, and recommendations implemented. 5- Ensures that custodians’ signatures and equipment lists are maintained up to date and subjected to periodic comparisons; checks, validates and records information pertaining to properties and equipment; oversees and ensures the registration process of the newly acquired assets including the barcoding of the assets and the completion of the registration process to the level of individual custodian on the ERP solution; supervises and approves the relocation of assets on the related ERP solution. 6- Coordinates with Finance on approved SRs related to none-expendable property and updates the records accordingly; makes the necessary “Equipment Reconciliation” with Finance by the end of each year. 7- Reports to the supervisor any irregularities or conflicts between the PMM and other extant regulations, including new situations not addressed by the PMM and advises the supervisor on and proposes solutions to such cases. 8- Supervises the destruction of supplies properly authorized to be destroyed; prepares required Destruction Certificates; reports irregularities and/or discrepancies (to regulations/ rules/other issuances/ guidelines) to the supervisor. 9- Performs other duties as may be assigned by the supervisor. Other Information: - The incumbent may be required to work beyond the regular working hours; - The position entails frequent travel within the Field, which may include hardship locations. Ability to use computers and work on various Microsoft Applications such as Excel, Access, Word and PowerPoint and the internet; 5. Good understanding of quality standards and concept; 6. Ability to deal with figures. - A university degree from an accredited educational institution in business or public administration, procurement, accounting or other related discipline. Including but not limited to employment, independent contractor/freelance consultant, board member (corporate, academic, etc), expert group, lobby, public speaking/writing (article, book, blog, social media etc), teaching, conferences, training, press statement, voluntary work, political activity, fundraising/donation for non-UNRWA entity, running for public office, role in political party or orgs, owning business, work for gov./NGO/private company/charity, UNRWA partner/vendor, full/part-time, paid or not. A “yes” answer doesn’t necessarily lead to exclusion from future work at UNRWA, yet misrepresentation in providing accurate/complete info can lead to disqualification/termination of appointment, if hired. -A minimum of four years of relevant experience, preferably in administration, auditing, procurement, warehousing, distribution, or other related fields is required -Please confirm if you live/ reside in West Bank or Jerusalem? And if you have West Bank or Jerusalem ID. please to mention its number down, as it is desirable. - Working Knowledge of UN Rules, Regulations and Procedures; - Working knowledge in Supply Chain Management; - Professional certification in accounting, auditing and/or fraud examination (CPA, CIA, CMA, CFE etc.). - Demonstrated experience in ERP solution. is desirable English and French are the working languages of the United Nations Secretariat. For this job opening, English is required. There are no desirable languages specified. The table below shows the minimum required level for each skill in these languages, according to the UN Language Framework (please consult https://languages.un.org for details). -Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview The appointment against this position is limited to the UNRWA - Administrative Services Division - West Bank. Type of Contract: Fixed Term Appointment Contract Type: Fixed Term Appointment for 1 year; including 1 year probation period, with the possibility of further extension, subject to the availability of funds, satisfactory performance, and continuing need. Grade and Salary: Grade 14 Monthly basic salary USD 1,490.30, payable in JD at UN monthly exchange rate (The salary may be subject to a reduced work schedule.) Other benefits: The Jerusalem Allowance will be paid subject to eligibility criteria. The agency reserves the right to modify, suspend, or discontinue this benefit. UNRWA reserves the right to update/review benefits subject to applicable rules, regulations, and funding availability. Jerusalem allowance payable in JD at UNRWA rate: a. The amount of this Allowance shall be NIS 2000 per month for each eligible Area staff holding Jerusalem ID and working in any of UNRWA installations in West Bank Field; or b. NIS 1000 per month for each eligible Area staff working in any of UNRWA installations in East Jerusalem and not holding Jerusalem ID. Other benefits include monthly Provident Fund contribution (15.4% of basic salary paid by the Agency), compulsory medical insurance, 30 days of annual leave, and dependency allowance (if applicable).
