Job Description

### Org. Setting and Reporting This position is located within the Facilities and Commercial Activities Service (FCAS) in the Division of Administration (DOA). The Department of Operational Support (DOS) provides operational support to UN Secretariat entities globally, including advisory, operational and transactional support services and, where needed, exercises delegated authority on behalf of clients. DOS supports the entire UN Secretariat, consisting of almost 100 entities located around the globe. The Facilities and Commercial Activities Service (FCAS) operates the Headquarters complex, striving to provide effective and efficient planning, management, maintenance and operation for all existing physical facilities and assets at the UN Headquarters, New York. FCAS also supports office and conference facilities, property management, travel and transportation services, archives and records management, mail and pouch operations, catering, giftshop and the United Nations Postal Administration. The Programme Management Officer reports to the Senior Programme Management Officer of the UN80 Travel Processing Consolidation Project. ### Responsibilities Within delegated authority, the Programme Management Officer will be responsible for the following duties: • Participates in the development, implementation and evaluation of assigned UN Secretariat travel consolidation project; monitors and analyzes project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions. • Performs consulting assignments, in collaboration with the client, by planning and facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change. • Researches, analyzes and presents information gathered from diverse sources such as Umoja travel data, potential travel vendors, technology partners, and global travel offices. • Assists in consolidation development, including the review and analysis of travel operational issues and travel data trends, preparation of evaluations or other research activities and studies for implementing advanced technology and sourcing global travel vendors. • Undertakes survey initiatives; designs centralized and streamlined data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. • Prepares various written outputs, e.g. draft of travel data statistics for reporting purposes to management and member states, travel consolidation compliance analysis and progress reports, sections of reports and studies, inputs to publications through various communication channels including job aids and newsletters on a regular basis, etc. • Provides technical and substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Undertakes outreach activities; conducts related travel data training workshops, seminars, etc.; makes presentations on assigned topics/activities as needed to ensure the success of the consolidation project. • Participates in or lead field missions, including provision of guidance to external consultants, and other parties and drafting mission summaries, etc. • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, performance etc.). • Collects and analyzes travel related data from various sources and tools to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Performs other duties as required. ### Competencies PROFESSIONALISM: Knowledge and understanding of theories, concepts and approaches relevant to particular sector, functional area or other specialized field. Uses time efficiently. TECHNOLOGICAL AWARENESS: Keeps abreast of available technology; understands applicability and limitation of technology to the work of the office; actively seeks to apply technology to appropriate tasks; shows willingness to learn new technology. ### Education An advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field is required. A first-level university degree (Bachelor's degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage. ### Job - Specific Qualification An industry recognized project management certification is desirable. Demonstrated skills in relational databases (SQL) and programming languages (Python, R) is desirable. ### Work Experience A minimum of five years of progressively responsible experience in project or programme management, administration or related area is required. A minimum of two years of experience in developing or implementing processes, procedures, systems or standards in a travel-related client service delivery environment is required. Experience in supporting the consolidation, standardization or transformation of travel or other administrative service delivery across multiple offices, business units or locations is required. ### Languages English and French are the working languages of the United Nations Secretariat.
