Organizational Setting and Reporting
The United Nations Human Settlements Programme (UN-Habitat) is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities. UN-Habitat is the focal point for all urbanization and human settlement matters within the UN system. UN-Habitat works with partners to build inclusive, safe, resilient and sustainable cities and communities. This is a fixed-term Limited position in the Nairobi duty station in the Budget, Finance and Operational Support Section (BFOSS) within the Corporate Management Division (CMD). CMD is entrusted with providing the strategic, efficient and effective, and accountable support services for programme implementation with respect to budget, finance, human resources, procurement, quality assurance, audit, administrative and management matters. The focus of the position is on programme management and project implementation, provision of programme and project management services, correct interpretation of policies, procedures and practices, financial, administrative regulations and rules, quality assurance in monitoring project budgets and priority-setting on financial and budgetary matters in accordance with UN-Habitat's mandate, objectives, focus areas and expected results. The incumbent will work in coordination with project managers in Headquarters and in the field, implementing partners and local authorities, facilitating programme implementation and delivery of planned outputs in line with donor agreements and work plans. Under the overall supervision of the Director, Corporate Management Division and direct supervision of the Chief of the Budget, Finance and Operational Support Section through the Programme Management Officer assigned to the respective substantive Division and/or Office, the incumbent will perform the following duties:
PROGRAMME IMPLEMENTATION:
- Provides inputs on administrative and procedural issues related to programme/project and budget formulation, implementation, monitoring and reporting; participate in periodic reviews of thematic and geographical priorities of the substantive sections.
- Coordinates with donor representatives, project staff and other partners on financial and administrative matters related to programme and project development.
- Drafts agreements with partners as part of the support provided to the programmes.
- Administers implementing partners including planning, budgeting, selection, capacity assessments, review of agreements of cooperation, reporting, performance evaluation, monitoring the implementation audit observations, and closing.
- Contributes to development of policies, guidelines, operating procedures and systems to improve business processes for programme and project delivery.
- Undertakes missions, as and when deemed necessary, to assess the financial and administrative management of projects and programmes. HUMAN RESOURCE MANAGEMENT:
- Coordinates actions relative to the administration of human resource activities, e.g., recruitment, placement, promotion, performance appraisal, job classification reviews, separation of staff members, training and other related areas, ensuring consistency in the application of UN rules and procedures.
- Advises and supports managers and staff on conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations. BUDGET AND FINANCE:
- Supports and coordinates the preparation and implementation of the work programme, ensuring that financial resources are utilized to implement activities in accordance with the Programme Budget and allotments issued.
- Monitors and reviews the work programme and budget by conducting regular and special reviews to assess progress of actual work versus the programme plan. Coordinates the production of programme reports.
- Identifies and recommends system enhancements to improve budget reporting and the cost-effective utilization of programme resources.
- Ensures the accuracy and compliance of donor reporting requirements.
- Coordinates regular and ad hoc reports for the Branch/Division on finance, budget, recruitment status and other administrative areas.
- Develops and implements administrative procedures and internal controls to strengthen financial management practices and ensure compliance with United Nations policies.
- Supervises and/or provides guidance on financial administration and management information issues and practices to colleagues.
- Provides guidance and leadership to more junior staff. GENERAL ADMINISTRATION:
- Coordinates and monitors work related to procurement, billing and receipt of income from various services, operational travel programme, procurement monitoring and evaluation of vendor contracts/payment to vendors and individual contractors for services.
- Reviews adequacy of departmental space requirements.
- Coordinates the identification of office technology needs and maintenance of equipment, software and systems, coordinating enhancements as necessary.
- Collects and analyses data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
- Coordinates actions for audit engagements, inspections, and donor verifications. Supports the implementation of corrective measures in response to the findings and audit recommendations.
- Performs other related work as required.
