The Democratic Republic of the Congo (DRC) is responding to its 17th Ebola Virus Disease (EVD) outbreak, confirmed in May 2026 and affecting Ituri, North Kivu, and South Kivu provinces. The situation remains complex and evolving, with transmission occurring in both community and health-care settings. Response efforts are led by national authorities in a context shaped by health system limitations, logistical constraints, insecurity, displacement, and diverse community perceptions influencing health-seeking behaviors.UNICEF supports the Government through a multi-sectoral approach, focusing on community engagement, surveillance, infection prevention, and the continuity of essential services for vulnerable populations.This context requires strong coordination, adaptability, and cultural sensitivity to support effective and equitable response efforts, particularly for children and at-risk communities.
How can you make a difference?
Under the general guidance of the SBC/RCCE Specialist P3 and the direct supervision of the RCCE coordinator P4, the RCCE/Social and the Social & Behaviour Change Officer supports the design, implementation, monitoring, and reporting of evidence-based RCCE and SBC interventions for the Ebola response in Ituri, Noth Kivu, Tshopo, Bas Uele, Haut Uele and Bunia. The Officer contributes to community engagement, social listening, community feedback mechanisms, partner coordination, and capacity building to promote protective behaviours, strengthen community trust, and support timely, locally adapted response actions in affected and at-risk areas.

Minimum requirements:
- Education:A university degree in social and behavioural science, sociology, anthropology, communication studies, communication for development, psychology, public health, social sciences, or another related field is required.
- Work Experience:A minimum of two years of professional experience is required in one or more of the following areas: social development programme planning, communication for development, social and behaviour change, public advocacy, community engagement, risk communication, or another related area.
- Skills:goverment coordination.
- Language Requirements:Fluency in French is required.
Desirables:
1. Language: Knowledge of another official UN language (Arabic, Chinese, Russian or Spanish) An intermediate level of English or above is an asset. Knowledge of a local language relevant to the duty station is considered an asset.Experience in humanitarian, emergency, public health emergency, community engagement, or field coordination settings is considered an asset.Experience supporting outbreak or emergency response activities, such as Ebola, Covid19, Polio Cholera, Measles, Mpox, displacement, or other public health or humanitarian emergencies, is considered an asset.Experience working with government counterparts, local authorities, community structures, UN agencies, coordination mechanisms, and implementing partners in insecure or hard-to-reach areas is considered an asset.Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.Relevant experience in a UN system agency or organization is considered an asset.
