Job Description

The Government of the Democratic Republic of the Congo has declared an outbreak of Ebola Virus Disease affecting Ituri and other affected or at-risk provinces. National authorities, with the support of humanitarian partners, have activated emergency coordination and response mechanisms to contain transmission and protect affected communities. The outbreak is unfolding in a complex humanitarian environment marked by insecurity, population displacement, high mobility, constrained access to essential services and weak water, sanitation, hygiene and infection prevention and control systems. These conditions heighten the risk of transmission in health facilities and communities and require rapid, well-coordinated and technically rigorous WASH/IPC action. The geographic expansion of the outbreak, the operational complexity of the response and the need to align interventions across national, provincial and health-zone levels require senior leadership. An experienced profile is therefore required to provide the strategic expertise, technical authority and convening capacity needed to lead UNICEF's WASH/IPC response and support Government-led coordination across affected and at-risk areas. How can you make a difference? The Supply Officer reports to the Supply and Logistics Specialist set-up for supervision and guidance. The Supply officer provides technical and operational support in the as per the Country Office (CO) set-up and is responsible for managing the logistics chains of a small sized country office, or elements of a larger supply operation. The supply chain operations include planning, in country procurement, contracting, customs clearance, warehousing, in country transport and distribution, as well as monitoring supply services. The incumbent supports management collaboration with programmes in defining supply interventions to meet programmatic needs and achieve results for children, and provides technical and advisory support to governments, national systems and partners on supply chain management. Innovation, products and markets If you would like to know more about this position, please review the complete Job Description here:ToR Supply Officer,NO-1, Bunia.docx To qualify as a champion for every child you will have… Minimum requirements: - Education:Bachelor or equivalent (First Level University Degree) in Business Administration, Management, Economics, Supply Chain Management, Logistics, Procurement, Contract/Commercial Law, International Development, Health or related social science field. - Work Experience:A minimum of one  (1) year of relevant experience, at the national and international levels, in supply, logistics, procurement, contracting, administration and/or other directly related technical fields is required.Understanding of development and humanitarian work. - Skills:Experience gained in a humanitarian, emergency, or public-health-emergency setting.Experience supporting an active outbreak or emergency response (e.g., Ebola, cholera, measles, mpox, displacement, or a declared L2/L3 emergency), preferably in the Democratic Republic of the Congo or comparable fragile, conflict-affected, and resource-constrained environments.Experience working with and/or through counterparts (Government and decentralized authorities, UN agencies, cluster and coordination mechanisms, implementing partners) to deliver measurable results in insecure or hard-to-reach areas. - Language Requirements:Fluency in French is required. Language: Knowledge of another official UN language (Arabic, Chinese, English, Russian or Spanish) or a local languageHealth supply chain management, public-health-emergency, UN agenciesRelevant experience at country level, particularly in development, fragile settings and humanitarian contexts.A CIPS (level 2 or 3) will be an asset.
