Its aim is to facilitate access for individuals and employers to information on their rights and obligations; support cooperation between EU countries in the cross-border enforcement of relevant Union law, including by facilitating joint inspections; support Member States in tackling undeclared work and mediate and facilitate a solution in cases of cross-border disputes between national authorities. Further information on the Authority is available on its website:www.ela.europa.eu. ### The job The Authority is launching a vacancy notice with a view to establishing a reserve list of Temporary Agents for the position of Operational Specialist. **1. Profile** Reporting to the Head of Department or to Heads of Unit, the Operational Specialist will perform operational, organizational and administrative support to the work of the department/units in ELA. In particular, the jobholder will work closely with management and other staff members across the Authority, contributing to the planning, coordination, monitoring and follow-up of operational activities and different work streams. **Tasks** The tasks of the Operational Specialist will include, inter alia: - Providing operational, organisational and administrative support to the Head of Department and/or Heads of Unit in the implementation, coordination and follow-up of operational activities and to the daily work of the Department/unit; - Supporting the planning, monitoring and follow-up of operational work, including the collection, consolidation and presentation of information and contributions from relevant teams; - Contributing to the preparation of briefings, reports, presentations, summaries, background notes, guidelines and other operational and management documents; - Supporting the preparation, coordination and follow-up of meetings, events and other operational activities, including the preparation of documentation, coordination of contributions and follow-up of agreed actions; - Liaising and coordinating with relevant internal and external stakeholders in relation to operational activities and ensuring appropriate follow-up of requests and exchanges; - Supporting the coordination and flow of information within the Department/Unit and, where appropriate, across different organisational entities; - Contributing to the development, review and continuous improvement of operational processes, procedures, working methods, guidelines and templates; - Supporting the monitoring of activities, deliverables, deadlines and follow-up actions, including maintaining relevant records and providing management with appropriate information on progress; - Supporting staff and management in relation to missions and other administrative arrangements linked to operational activities, including the relevant verification and follow-up; - Supporting the consistent application of relevant rules, procedures, working arrangements, internal controls and quality-assurance requirements; - Contributing, as required, to cross-cutting initiatives and projects within the Department and across the Authority; - Performing any other related tasks in the interest of the service. Qualifications and experience required 2. Eligibility criteria By the closing date for applications to this vacancy notice, candidates must fulfil the requirements below: 2.1. General conditions - Be nationals of a Member State of the European Union or EFTA countries; - enjoy their full rights as citizens¹; - have fulfilled any obligations imposed by national laws concerning military service; - meet the appropriate personal and professional requirements for the duties involved; - be physically fit to perform their duties²; ¹ Prior to the appointment, the successful candidate will be asked to provide a certificate of good conduct, confirming the absence of any criminal record. ² Before taking up his/her duties, the successful candidate will undergo a medical examination by one of the institutions' medical officers. ## 2.2. Language skills Candidates must have a thorough knowledge of one official language of the European Union and a satisfactory knowledge³ (level B2) of another language of the Union4. As the predominant working language of ELA is English, candidates must have an excellent command of spoken and written English5. ## 2.3. Education Candidates must have, at the closing date for applications, a level of education which corresponds to: a) a level of education which corresponds to post-secondary education attested by a diploma6;orb) a level of education which corresponds to secondary education attested by a diploma giving access to postsecondary education and after having obtained the diploma, appropriate full-time professional experience of minimum three (3) years. Candidates must indicate in their applications the official graduation dates for all the diplomas they have obtained. ## 2.4. Professional Experience Candidates must have, at the closing date for applications, professional experience of at least nine (9) years (acquired after the education referred to in Section 2.3 Education) in a field relevant to this position. ## 3. Selection criteria ### Essential: - Professional experience of at least four years in carrying out tasks similar to those described in Section 1; - Professional experience of at least two years in international and/or multicultural environment; ³ The self-assessment of the candidate should be done in accordance with the Common European Framework of reference for Languages (CEFR). 4 Candidates must also have a satisfactory knowledge of another official language of the European Union to the extent necessary for the performance of his/her duties. The European Union has 24 official languages: Bulgarian, Croatian, Czech, Danish, Dutch, English, Estonian, Finnish, French, German, Greek, Hungarian, Irish, Italian, Latvian, Lithuanian, Maltese, Polish, Portuguese, Romanian, Slovak, Slovenian, Spanish and Swedish. 5 Please note that candidates whose mother tongue is English, as well as candidates whose mother tongue is not an official language of the European Union, will be required to demonstrate, at the assessment phase, their ability to work in a second official language of the European Union, as indicated in their application. 6 Only study titles that have been awarded in EU Member States or that are subject to the equivalence certificates issued by the authorities in the said Member States shall be taken into consideration. In case of qualifications issued by authorities outside EU Member States, the proof of recognition of equivalence by the relevant EU Member State authorities must be specifically mentioned in the online application form under 'Additional information'. Advantageous: - Professional experience in working with the EU tools, including mission management systems (e.g. MIPS, ARES, SharePoint, AGM, Summa).
