The consultancy will contribute to improving the quality, relevance, and effectiveness of MLE teaching and learning through the review and revision of the MLE curriculum, instructional materials, teacher support resources, and student learning materials. It will ensure that these materials are aligned with the updated national curriculum, the Early Grade Learning (EGL) approach, and the learning needs of Indigenous children. Specifically, the consultant will provide technical support in the following areas: Firstly, the syllabi for three subjects—Vernacular Language (L1), Social Studies, and Science—for the first three grades of primary school will be reviewed and adapted to ensure alignment with Early Grade Learning (EGL) methodologies. The revised syllabi will serve as the foundation for the subsequent revision of related teaching and learning materials Secondly, the MLE learning materials for the same three subjects in the first three grades of primary school will be reviewed and revised to ensure that they are aligned with indigenous knowledge and cultural contexts, and that they incorporate gender-responsive education, disability inclusion, and 21st-century skills. Finally, building on the above two activities, the Teacher Guides for MLE Kreung teachers in the first three grades of primary school will be reviewed and revised for three subjects: Vernacular Language (L1), Social Studies, and Science. Minimum requirements: |(Qualifications/Experience/ Knowledge/Expertise/Skills) Minimum requirements: Education:Master Degree or equivalent in in Education, Language Development, Applied Linguistics, Curriculum Studies, Pedagogy, or a related field Minimum of five years of relevant professional experience in the education sector at national and/or subnational education authorities and school levels. Proven experience working with the Ministry of Education, Youth and Sport (MoEYS) and schools, providing technical support, particularly in Early Grade Learning initiatives (EGL) and/or Multilingual Education Programme (MLE). Demonstrated experience in the development, review, and implementation of curricula, learning and teaching materials, and learning assessments. Experience working with UN agencies, international development organizations, NGOs, or other development partners is an advantage. Experience working with communities, particularly Indigenous ethnic minority communities, is considered a strong asset. Skills:Knowledge of Cambodia's education sector, including MoEYS policies, education reforms, and curriculum development/ reform processes. Sound understanding of Cambodia's primary education curriculum, especially the ongoing nationwide rollout of the Early Grade Learning initiatives (EGL). Knowledge of Multilingual Education Programme (MLE) implemented in Cambodia, or other Mother Tongue-Based Education approaches. Excellent communication, interpersonal, coordination, and stakeholder engagement skills. Strong planning, organizational, monitoring, and reporting skills. Proficiency in computer applications, digital technologies, and presentation tools. Ability to work effectively with government counterparts, schools, communities, and development partners. Language Requirements:Fluency in written and spoken Khmer. Fluency in written and spoken English. Knowledge of Indigenous languages spoken in Cambodia is an asset.
