Mission and objectives:
- UNDP works with the Government and people of Pakistan to develop local solutions to development challenges. In an evolving development context, we support Pakistan’s efforts to build a more equitable, prosperous, peaceful and resilient society, and to achieve its SDGs and COP25 targets. UNDP promotes transformational change by fostering strategic partnerships with national counterparts in the federal, provincial and regional governments, civil society, the private sector and the local and international community. UNDP supports transformational change by providing technical assistance focusing on developing capacity within national and local authorities, providing solutions with strong monitoring and evaluation tools, and delivering programmes with maximum efficiency, transparency and accountability.
- UNDP’s ultimate goal is to improve the lives of the people of Pakistan through keeping people out of poverty; governance for peaceful, just and inclusive societies; crisis prevention and increased resilience; nature-based solutions for development; clean affordable energy; and women's empowerment and gender equality.
- UNDP Pakistan works with the Government and communities to develop and implement local solutions to development challenges. In an evolving development context, UNDP supports the efforts of Government of Pakistan to build a more equitable, prosperous, peaceful, and resilient society, and to achieve its SDGs and COP25 targets.
- Resilience, Environment and Climate Change Unit (RECCU) is supporting projects across the country to respond to the growing threat of climate change, to mainstream environmental concerns into national development planning processes, and to expand access to environmental and energy services for the poor. In particular, UNDP has sought to ensure that the poor have stronger capacities to manage, adapt, and monitor climate change. Climate Change is a huge development challenge as well as a huge environmental challenge. It is a growing problem and is now hitting the poorest and the most vulnerable first and hardest.
- The 2022 floods in Pakistan have affected 33 million people, resulted in the loss of more than 1,700 lives, displaced around 9 million men, women, and children, and inundated almost one-third of productive agricultural land in Pakistan. These downstream challenges are compounded with institutional issues whereby the Government of Pakistan requires support for developing overarching frameworks to structure its flood response activities and technical expertise to set up and develop bankable projects, establish standardized mechanisms for monitoring and evaluation, and enhance strategic communications for public outreach.
- UNDP has responded to the challenge by developing and launching a flagship Flood Recovery Programme (FRP) to support the Government of Pakistan’s flood recovery and rehabilitation efforts. The Programme has four key objectives dealing with the following thematic areas:
- • Restoration of housing and access to/revival of essential community services.
- • Restoration of livelihoods and income-generating capacities.
- • Restoration of governance and service delivery.
- • Strengthened capacities for Disaster Risk Management.
- • Assist and support the UNDP engineering team in planning and undertaking on and off-site technical inspections, development and documentation of technical plans including designs, drawings and BOQs.
- • Review invoices, variation orders and related documents submitted to UNDP for review and approval by construction and consultancy vendors/ service providers.
- • Supervision and monitoring of the construction/ infrastructure development sites in Quetta, Balochistan.
- • Ensure quality assurance of on-going civil work on these construction sites in accordance with approved designs and specifications.
- • Set weekly targets, undertake regular on- site monitoring, and report updates/progress and perceived challenges to the Senior engineering team.
- • Provide constructive feedback to address and mitigate actual and anticipated challenges at the construction sites including taking necessary and timely action in consultation with rest of the UNDP Flood Recovery Programme (FRP) engineering team.
- • Undertake regular site-visits and provide technical inputs/ recommendations to improve/ accelerate the civil works vendors where needed and appropriate while also maintaining the high levels of quality standards of all civil work.
- • Develop and share site inspection reports regularly developed on a pre- agreed template with the UNDP engineering team.
- • Maintain photos of the construction sites at every stage of the project implementation on a regular basis.
- • Where needed, provide on-site supervision and conduct site inspection visits to other UNDP FRP infrastructure development sites in Baluchistan, Islamabad and related location as advised by the Programme Specialist.
- • Provides technical input/specifications into feasibility/options studies and civil project proposal reports.
- • Any other relevant task assigned by the Programme Specialist and FRP Programme Manager.
- Candidate must be a national, legal resident or hold refugee status in the country of assignment.

Required education level:
- Bachelor's degree in Bachelor’s degree in Civil Engineering or any other relevant field with professional experience in similar capacity.

Skills and experience:
- • Expertise in Auto Cad, MS Word, and MS Excel is essential.
- • Expertise in MS PPT, Adobe PSD and other presentation software is desirable.
- • PEC (Pakistan Engineering Council) registration is required.
- • Prior experience in monitoring of similar projects/activities related to civil engineering is desired.
- • Prior experience in coordination and communication with relevant stakeholders such as donor, government counterparts and field and technical experts is desired.
