## Field Coordinator, Rio de Janeiro, Brazil - Organization:UN-Habitat - United Nations Human Settlements Programme - Office:UN-Habitat ROLAC Result of Service:The incumbent will work in close collaboration with programme, operations and project teams to support the achievement of project objectives and organizational priorities. Work Location:Rio de Janeiro (RJ), Brazil Expected duration:Six (6) months Duties and Responsibilities:Background The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda. UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society, and the private sector to help build, manage, plan and finance sustainable urban development. The Regional Office for Latin American and the Caribbean – ROLAC – is based in Rio de Janeiro, Brazil. The Agency puts emphasis on developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government to support the formulation and implementation of more effective, sustainable, participative, and socially fairer urban economic, social, and environmental policies. The second phase of the Social Territories Program aims to strengthen the Municipality of Rio de Janeiro’s intersectoral strategy for addressing multidimensional urban poverty. It will do so by enhancing institutional capacity to produce, integrate, and use territorial evidence, while promoting actions that expand social participation, strengthen community belonging, and improve access to educational, cultural, and productive inclusion opportunities. To properly implement the above-mentioned project, a Field Coordinator is required. Report to UN-Habitat Manager The Field Coordinator reports to the Head of Brazil Office, who will evaluate him/her. Responsibilities The Field Coordinator will support the implementation of the project, and its activities, with the following responsibilities: a) Facilitate the implementation of the Programme’s activities across the territories under his/her responsibility, ensuring alignment with the approved workplan, methodologies, quality standards and expected results; b) Monitor the activities performed by Local Managers and other field personnel, providing guidance on workplans, priorities, procedures, deliverables and deadlines, as required; c) Collaborate with Programme Coordination and field teams in defining and implementing strategies for the identification, outreach and engagement of families participating in the Programme; d) Monitor the implementation of the Programme’s integrated protocol at the territorial level, identifying operational challenges and opportunities for improvement; e) Monitor the administration of socioeconomic questionnaires and other data collection instruments, ensuring compliance with established methodologies, procedures and ethical requirements; f) Identify gaps in territorial coverage and contribute to the definition and implementation of appropriate strategies to ensure comprehensive coverage of the territories under his/her responsibility; g) Facilitate the planning and implementation of community events, meetings and other activities in the territories, in collaboration with Local Managers. Field Agents and relevant Programme teams; h) Collaborate with municipal authorities, community organizations, local institutions, families and other relevant stakeholders to facilitate the implementation of Programme activities at the territorial level; i) Monitor progress in the implementation of activities across the territories, identifying risks, bottlenecks and delays and providing recommendations for appropriate follow-up actions; j) Prepare and consolidate information and progress reports submitted by field teams, ensuring accuracy, consistency and compliance with UN-Habitat quality standards, ABNT guidelines and project requirements; k) Prepare regular consolidated reports on activities implemented in the territories, including progress, challenges, risks, lessons learned and recommendations; l) Ensure that field activities are implemented in accordance with UN-Habitat standards, approved methodologies, ethical principles and the requirements established with Programme counterparts; m) Facilitate inclusive, safe and participatory approaches in community activities, ensuring respect for diversity, active listening and the dignity and confidentiality of participating families and communities; n) Identify emerging operational and implementation needs in the territories and provide inputs and recommendations regarding adjustments to workplans, methodologies and field strategies; o) Facilitate information flows between Local Managers, field teams, Programme Coordination and relevant technical areas, ensuring that relevant implementation issues and decisions are properly documented and communicated; p) Provide inputs to Programme planning, monitoring, evaluation and learning processes based on field evidence, implementation experience and feedback from communities and local stakeholders; q) Ensure the proper organization and documentation of field records, activity reports, data and other relevant Programme information; r) Perform other operational, administrative, technical or management-related duties assigned by the Head of the Brazil Office or Programme management, consistent with the functions of the position. s) Contribute, within the scope of his/her responsibilities and competencies, to ensuring that technical activities are implemented in accordance with the quality standards and expectations of UN-Habitat and its counterparts; t) Uphold ethical principles in the course of the assignment, particularly regarding active listening, respect for diversity, and the promotion of safe, inclusive and participatory learning environments. The consultant will be responsible for completing all courses and training activities that are indicated to him/her by his/her supervisor. The security course BSAFE, from UNDSS, is required to be accredited during the first month of employment. The consultant will be responsible for his/her own security, so the person should get familiarized with United Nations security mechanisms and comply with them according to the Framework of Accountability for the United Nations Security Management System. Outputs/Work Assignment The consultant shall be paid a monthly allowance, upon presentation and approval by the Head of Brazil Office of monthly activities’ report. Qualifications/special skills:Education Required:Bachelor’s degree in Social Sciences, Social Work, Public Administration, Public Policy, Political Science, International Relations, Urban Planning, Geography, Sociology, Economics, Development Studies, Environmental Studies, Architecture, Engineering, or other related fields is required, or additional three (3) years of relevant experience to the post, beyond the requirement. Work experienceMinimum of three (3) years of experience in themes related to community mobilization, application of questionnaires and interviews in Brazil is required.Previous experience working in the United Nations is desirable. SkillsGood computer skills in Windows and Office packages and Web search engines are required.Good handling of technological tools and use of software and online platforms is required.Good knowledge of project manage
