In line with the commitment to safeguard capacity and support personnel already in the Organization, a majority of UNDP UNCDF/UNV vacancies are advertised using a tiered application process whereby:

Office/Unit/Project Description
In 2026, UNDP is starting the implementation of a new five-year Country Programme Document (CPD) for Uganda 2026-2030 anchored on a youth and women focus and adopting digital transformation in its implementation. The CPD directly contributes to the United Nations Sustainable Development Cooperation Framework for the period 2026 - 2030 which positions the United Nations system in Uganda to contribute to national development efforts and to support the Government of Uganda to achieve the 2030 Agenda and its 17 Sustainable Development Goals (SDGs).
UNDP's Country Programme Document (CPD) will be operationalized through three transformative portfolios with an elevated focus on ensuring youth and women are central to Uganda's National Transformation Agenda. These Portfolios are: i) Fostering Transformative Growth and Innovation portfolio, seeking to empower youth and women, including those at risk of being left behind to access new market opportunities, enter the job market, and use new tech to stimulate economic growth. ii) Sustainable Management of Natural Resources, Environment and Climate Resilient Development seeking to fostering climate-resilient development, contributing to implementation of global and national environmental commitments, promoting innovative solutions for conservation and restoration, and mobilizing green and climate financing. iii) Transformative Governance, Political Environment and Partnerships, where together with state and non-state partners and employing digital transformation, UNDP will seek to strengthen governance, legislative and justice systems, promote people-centred service delivery and advocate for wider application of alternative dispute resolution mechanisms. Gender and Youth portfolios will be at the center of this work during 2026 to 2030.
The Advisor will contribute to UNDP's strategic engagement with bilateral and multilateral development partners to strengthen resource mobilisation in Uganda. H/she will provide strategic donor intelligence and build and sustain partnerships with Development Partners, the Private Sector, Civil Society, and the UN system. The Advisor will also support the development, regular updating, and implementation of the CO partnerships and resource mobilisation strategy, tools, and procedures, while providing strategic guidance to senior management on integrated HDP initiatives, strategies, responses, and changes in the broader HDP context.
Duties and Responsibilities
Lead strategic guidance and advice for the country office's programming and delivery on the Humanitarian, Development and Peace nexus approach
- Lead development of new opportunities for HDP work including at the level of policy and programming within the context of the Country Programme, the United Nations Sustainable Development Cooperation Framework (UNSDF) and other strategic frameworks;
- Provide advice on identifying entry points to HDP nexus in order to achieve a mixture of short-term, medium-term and long-term results which produce tangible improvements to cross-section of interrelated issues at local and national level;
- Provide strategic guidance and advice to national HDP institutions and actors on policy issues: strategic planning, research and monitoring and evaluation, including key performance indicators, strategic plans for various organizations and research into various issues which impact on institutional performance;
- Provide strategic guidance and advice to UNDP Senior management on the ongoing support to integrated HDP initiatives, on strategies, responses and changes in the broader HDP context;
- Provide support to Governance, Peace and Security Unit in its programs and activities.
Lead strategic advocacy and partnership development
- Build, coordinate, and maintain strategic relationships with key partners and donors across government, diplomatic missions, civil society, academia, private sector, and the UN system.
- Set and monitor annual partnership priorities, goals, and KPIs, while advising management on effective partnership-building and positioning strategies. Analyze donor trends, policies, and financing instruments to identify emerging opportunities, risks, and implications for UNDP Uganda and advise senior management accordingly.
- Maintain donor profiles and intelligence, identify funding opportunities, and support efforts to influence donor budgetary and funding decisions. Support the development and review of donor agreements, funding proposals, and concept notes, including opportunities for additional non-core resources.
Ensure advice and support to mobilization of core and non-core resources
- Develop and implement donor-specific resource mobilisation strategies, identify funding opportunities, and support negotiation and management of donor agreements and funding portfolios.
- Analyze donor trends, policies, ODA priorities, and funding cycles to identify and leverage core and non-core resource opportunities. Support and advise senior management and programme teams in developing quality proposals, joint programmes, and strategic initiatives aligned with UNDP priorities and donor interests.
- Strengthen internal resource mobilisation capacity through technical guidance, tools, procedures, training, and engagement with strategic partners and donors.
Provide Oversight to the CO Communications Team and Lead CO Knowledge Management Initiatives
- Working with relevant teams, support Coordinate the submission of high quality and timely reports to Donors: Maintain systems to promote compliance with the terms of grants and agreements, across the region; Provide technical support to programme managers for the preparation of high quality and timely donor reports; and Coordinate with the Team leads or their repse Monitoring and Reporting Analyst for the collection of information and preparation of results-based reports for external constituencies.
- Support the preparation and timely submission of high-quality, results-based donor reports; maintain systems to ensure compliance with grant and agreement requirements; and provide technical support to programme managers and teams.
- Contribute to knowledge products, knowledge networks and communities of practice, and promote organizational learning on the peace-development nexus, partnerships and resource mobilization.
- Organize regular meetings and engagements with donors to foster knowledge and experience sharing, while monitoring emerging issues and risks that may affect partnerships and resource contributions.
- Work closely with the Communications team to develop and disseminate informational and visibility materials, promote campaigns, and communicate project results to donors, government, private-sector and other strategic partners, including through social media.
