Job Description
Under the supervision of the Education Manager, the Education Officer – Digital Learning will provide technical leadership, coordination and quality assurance for UNICEF Syria's digital learning interventions across Formal Education, NFE, ELC digitalization and inclusive/teacher-training initiatives, ensuring alignment with the Learning Passport approach, sound MoE engagement, effective device/utilization management, and robust monitoring and evidence generation to support evidence-based scale-up decisions.

UNICEF Syria Country Office is implementing a comprehensive programme that supports children’s access to quality, equitable, and inclusive education, while contributing to education system recovery, resilience, and long-term development. In partnership with the Ministry of Education (MoE) and education sector partners, the Education Programme focuses on improving learning outcomes, expanding access to formal and non-formal education opportunities, strengthening teacher capacity, promoting inclusive education, supporting curriculum and learning material development, and advancing digital transformation across the education sector.
UNICEF Syria Country Office's Education Section implements a large and technically diverse digital learning portfolio spanning Non-Formal Education (NFE), Formal Education, the digitalization of Electronic Learning Curriculum (ELC), Learning Passport (LP), inclusive education, teacher capacity development and child-level monitoring and donor reporting. Digital learning is not a standalone activity, but a cross-cutting component embedded across most Education Project Documents (PDs) and grants.
This position is therefore established to provide dedicated technical coordination, advisory support and quality assurance across the full digital learning portfolio, ensuring continuity of ongoing initiatives, sound MoE engagement, and a consistent pathway from pilot to scale-up.

The Education Officer – Digital Learning will be accountable for providing technical leadership, coordination, and quality assurance across UNICEF Syria’s digital learning portfolio, ensuring effective implementation, monitoring, and scale-up of digital learning initiatives in Formal Education, NFE, ELC digitalization, and teacher capacity development. The designated education officer will also be responsible for strengthening partnerships with the Ministry of Education and implementing partners, support in the development of the Ministry’s Digital Learning strategy, improving the utilization of digital learning resources and devices, generating evidence for informed decision-making, ensuring timely donor reporting, and supporting the institutionalization of sustainable, government-owned digital learning solutions.

To qualify as an advocate for every child you will have…
Minimum requirements:
- Education:A university degree in one of the following fields is required: Education, IT, Engineering, Psychology, Sociology, or another relevant technical field.
- Work Experience: A minimum of 1 year of professional experience in Programme Planning, Management, and/or research in Education is required.
- Skills: Required skills include Digital Learning Solutions, Monitoring Data Analysis, LMS Administration Management, Stakeholder Partnership Engagement, Donor Reporting Writing and Training Capacity Building.
- Language Requirements: Fluency in English and Arabic is required.
Desirables:
- Language: Knowledge of another official UN language (Chinese, French, Russian or Spanish) or a local language.
- Experience supporting education programmes in contexts undergoing a transition from humanitarian response to early recovery and development is considered an asset.
- Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
