Fixed-term for two years (first year is probationary) with the
possibility of further extension, subject to satisfactory
performance
US$ 71,335 net per annum, plus post adjustment (currently US$
56,782). Salary is free of income tax in the United Kingdom.
Under the overall guidance of the Head of Human Resources
Services and the direct supervision of the Senior Human Resources
Officer (Workforce Planning and Recruitment), the post holder will
support the delivery of recruitment, outreach, talent acquisition
and workforce planning activities across the Organization. The post
holder will be responsible for managing recruitment processes,
implementing outreach initiatives, providing recruitment advice to
managers, and contributing to the continuous improvement of
recruitment policies, procedures and systems
Main Duties and Responsibilities
Recruitment and Selection
- Manage end-to-end recruitment and selection activities across
the Organization, ensuring compliance with applicable regulations,
policies and procedures.
- Advise hiring managers and review and assess recruitment
requirements, determine appropriate recruitment strategies, and
oversee the development and execution of recruitment plans aligned
with organizational objectives.
- Lead the design and implementation of candidate assessment
methodologies and selection processes to ensure transparent,
merit-based and competency-driven recruitment outcomes.
- Review and endorse recruitment recommendations and related
documentation prior to submission for approval.
- Monitor and evaluate recruitment effectiveness, service
delivery standards and workforce acquisition outcomes, recommending
corrective actions where required.
Outreach and Talent Attraction
- Support the implementation of outreach and sourcing strategies
to attract qualified and diverse candidates.
- Lead initiatives aimed at strengthening employer branding and
enhancing the Organization's visibility within relevant
professional, academic and multilateral networks.
- Establish and maintain strategic relationships with
universities, professional associations, international
organizations and talent networks to support recruitment
objectives.
- Design and coordinate initiatives to improve workforce
diversity, geographical representation and gender balance,
monitoring outcomes and recommending enhancements where
necessary.
Workforce Planning, Innovation and
Reporting
- Lead workforce planning initiatives across the Organization,
undertaking workforce analysis and forecasting activities to
support strategic decision-making and organizational
priorities.
- Develop and maintain workforce planning frameworks, tools and
methodologies to support effective talent acquisition, succession
planning and workforce sustainability.
- Analyse workforce trends, staffing risks and talent gaps, and
provide evidence-based recommendations to senior management on
workforce strategies.
- Coordinate organizational succession planning and talent
pipeline initiatives, identifying critical workforce risks and
proposing mitigation measures.
- Prepare strategic workforce reports, briefing papers and
presentations for senior management decision-making.
Strategy, Policy Development and Process
Improvement
- Contribute to the development and implementation of
recruitment, outreach and talent acquisition strategies.
- Identify and implement process improvements, automation
opportunities and innovative approaches to increase efficiency and
enhance the candidate experience.
- Support the implementation and optimization of recruitment
systems, digital tools and data-driven recruitment practices.
- Coordinate the work of junior HR personnel, consultants and
temporary staff, providing direction, coaching and performance
feedback as appropriate.
- Lead cross-functional HR initiatives and working groups
involving internal and external stakeholders.
- Foster collaborative relationships with managers, staff and
stakeholders to ensure the effective delivery of HR services and
workforce solutions.
- Maintain awareness of developments in human resources
management and contribute to organizational knowledge-sharing and
capability-building initiatives.
- Perform other duties as assigned.

Professional Experience
- A minimum of five years of relevant experience in workforce
planning, recruitment and selection is essential.
- Work experience in a multilateral/international organisation,
experience within the UN common system as well as managing a
diverse team will be an advantage.
- Demonstrated experience in providing recruitment feedback.
- Experience in leading human resources related projects.
- A first-level university degree in Human Resources Management,
Business or Public Administration, Employment Relations or a
relevant field is essential
- Professional certifications in Human Resources is an
advantage.
- Advanced level of proficiency in English, both written and
oral, is essential. Knowledge of another official language of the
United Nations will be desirable.
- Fostering a collaborative work environment, and ensuring the
effective delivery of organizational objectives in line with
established standards and policies is essential.
- Proven track record in developing and implementing policies,
with the ability to adapt effectively to new situations and
emerging challenges.
- Proficiency in MS Office applications.
- Proficiency in leading and coordinating Human Resources
projects.
