Currently active in 39 countries, the Insurance and Risk Finance (IRFF) is working with over 100 public and private partners, facilitating tailored financial protection solutions for the public sector, households, smallholder farmers, small businesses and nature. The team is creating the right environment for sovereign, sub-sovereign and inclusive insurance solutions to scale, working with governments to develop supportive insurance regulations and policies, and building the capacity of local industry to develop inclusive products, services and distribution channels. The insurance and risk finance work contributes to the Sustainable Finance Hub's public, private and global policy portfolios, with the team also providing technical assistance to help governments integrate risk finance and insurance into all aspects of public financial planning and management. The overall objective of this consultancy is to provide support to the UNDP Insurance and Risk Finance Facility (IRFF) project in enhancing digital visualization and data management tools for Monitoring, Evaluation and Learning. The Monitoring & Evaluation Data Solutions Consultant will support the development, customization and maintenance of IRFF Power BI reports to streamline data analysis, visualization and reporting processes. Working closely with the Monitoring, Evaluation and Learning (MEL) taskforce, the consultant will translate agreed results frameworks, indicator logic and SharePoint data structures into user-friendly, clear and traceable reports that align with UNDP data governance standards and branding guidelines. The assignment will support formal reporting, donor and senior management reporting, and integration into IRFF webpages. It will also strengthen data quality assurance processes through validation checks, consistency reviews and the identification of reporting anomalies, helping ensure the accuracy, reliability and usability of data for internal and external stakeholders. Additionally, the consultant should assess opportunities to integrate AI-supported validation, analysis or qualitative narrative-generation features into data and visualization workflows while maintaining the traceability of quantitative results. The assignment may also support, subject to evolving project needs and separate agreement between the parties, the review, enhancement or redevelopment of existing digital data collection and management solutions, including Power Apps and related Microsoft Power Platform tools, to strengthen reporting workflows, data quality and user experience For more details please refer to attached TOR.
