Monitoring, Reporting & Evaluation Specialist

## Overview & Responsibilities Under the supervision of the Country Manager in Ukraine, and in close coordination with the relevant Field Programme Managers and Programme Lead, as well as in close consultation with IDLO’s Eastern Europe and Central Asia (EECA) team and Programme Development & Monitoring Team (PDMT), the MR&E Consultant will perform the following duties: - Assist in data collection for key performance indicators, including by liaising with project coordinators andensuringthat necessary data collection tools are available and implemented in compliance with IDLO’s Monitoring Guidelines; - Assist in pre-intervention assessment exercises toestablishbaselines and targets, as well as other relevant data to inform the project design; - Support in designing and regularly updating the programmatic M&Etools,including:Theories of Change, logical models, logical frameworks, key performance indicators, Indicators Tracking Table (ITT), MEL Plans, risk-management plans, and relevant data collection tools; - Ensure that MEL Plan and M&E activities are correctly implemented, as per IDLO Monitoring Guidelines and project compliance sheets, in line with donor requirements. - Lead in the implementation of the IDLO standard internal monitoring procedures, generate periodic monitoring reports with proposals of strategies for addressing identified challenges relating to the Program implementation; - Regularly review progress, including through reflection exercises, and liaise with the relevant Programme Teams,stakeholdersand beneficiaries toidentifysuccess stories, best practices, lessons learned and necessary programmatic areas of improvement; - Provide rapid response to requests forM&E-relateddata and information from IDLO, donors or partners; - Support in draftingToRsfor external evaluations, andfacilitatein coordinating meetings for the evaluation team; - Reviewinternal and external draftevaluation reports, provide input and feedback, and consolidatetheteam’s comments on the report; - Facilitate the drafting of management responses as per the recommendations of evaluation reports; - Support theProgrammesteams in planning, implementation and work-planning; - Assist in assessing technical, budgetary and personnel needs for IDLO to be able to deliver on its overall M&E commitments; - Perform regular reporting functions for assigned projects in line with IDLO’s rules and policies and the respective donor’s templates and timelines. - Carry out any other duties within the overall function and level of responsibility of the post. ## Job Requirements Education & Work Experience - Higher education in a relevant field. - Minimum 5 years of experience in monitoring, evaluation, reporting, programme/project management, or a related area. - Experience with M&E/MEL tools, data collection, analysis, and reporting techniques. - Experience working with diverse teams and stakeholders. - Fluency in English and Ukrainian. Skills & Abilities - Strong analytical, writing, organisational, and reporting skills. - Ability to manage multiple priorities and meet tight deadlines. - Strong interpersonal and communication skills. - Ability to work independently and as part of a diverse team. - Proactive, flexible, and detail-oriented approach. - Ability to identify challenges, lessons learned, and areas for programme improvement. ## Terms & Conditions For this locally recruited contract IDLO shall offer the selected candidate aSingle Engagement Contract.
