Job Description

- Organization:UNIFIL - United Nations Interim Force in Lebanon - Office:UNIFIL Naqoura Org. Setting and Reporting:This position is located in the Service Delivery Management Pillar of the United Nations Interim Force in Lebanon (UNIFIL), Naqoura. The Staff Counsellor reports directly to the Chief Medical Officer (CMO). The Staff Counsellor works under the technical guidelines of the Critical Incident Stress Management Unit in UNHQ. The Staff Counsellor provides guidance and leadership to other members of the counselling cell within the Medical Services Section as well as Counsellors of Troop Contributing Countries (TCCs) Responsibilities:Within delegated authority, the incumbent will perform the following duties:Provides adequate counseling services within the Mission area (e.g. overall assessment of the psychosocial needs of the staff members, development of the services, etc.);Provides supervision, guidance and leadership to other members of the counseling team; share UN guidance with TCC Counsellors and coordinate counselling services;Performs individual assessments in the case of individual staff members experiencing difficulty coping and/or presenting mental health-related symptoms or syndromes;Advises the Chief Human Resources Officer and other staff of the human resources section, as necessary, on individual and /or group cases where an identified problem is likely to have professional, vocational and/or counseling effect (e.g. work-related problem due to a psychological problem, conflict resolution, need-oriented medication, etc.);Advises Section Chiefs, as necessary, or upon request, with the aim at improving the working atmosphere in their Sections and resolving problems of a work-related or personal nature that adversely affect job, performance and productivity;Performs psychological first aid (e.g. individual and/or group) whenever and wherever there is a need for it;Assures, in conjunction with the Medical Services, a continuum of services (referral, short-term supportive intervention) to those staff members suffering from serious or chronic diseases or illnesses or drug and alcohol use;Establish a link and liaises with the members of the Staff Welfare Committee and members in order to develop programmes designed to improve the quality of life of staff members within the Mission area;Provides training sessions on stress and crisis management, conflict resolution, awareness raising, education & promotion of counselling services and cultural sensitivity as needed;Monitors environmental factors that could lead to stress, with particular focus on stress related to critical incidents including emergency and crisis situations, with respect to civilian staff members of the Mission;Develops, organizes and implements a resilience building programme for all staff. Competencies:Professionalism: Has the ability to apply provide adequate counselling services within the Mission; has the ability to apply UN rules, regulations, policies and guidelines in work situations and develop SOPs procedures, and support to all Staff requiring counselling support in a Field Mission. Has the ability to apply discretion and sound judgment in technical expertise to resolve complex and/or sensitive issues. Has knowledge of UN procedures and practices in a peacekeeping Mission. Has the ability to provide professional technical advice in a range of counselling support areas. Shows pride in work and in achievements. Demonstrates professional competence and mastery of subject matter. Has excellent negotiating, leadership skills; is conscientious and efficient in providing advice to Senior Management or Chief HR or Section Chief/Supervisors on issues affecting the working conditions/staff member situation. Is motivated by professional rather than personal concerns. Shows persistence when faced with difficult problems or challenges. Remains calm in stressful situations. Demonstrates knowledge of strategies and commitment to incorporate gender perspective in all aspects of training and counselling. Planning and organizing: Develops clear goals that are consistent with agreed strategies. Identifies priority activities and assignments; adjusts priorities as required. Allocates appropriate amount of time for counselling and advising, sharing best practices. Monitors and adjusts plans and actions as necessary. Use time efficiently.
