Job Description

### Org. Setting and Reporting The United Nations Secretary-General is responsible for the investment of the assets of the United Nations Joint Staff Pension Fund (UNJSPF). The Secretary-General has delegated this responsibility to the Representative of the Secretary-General for the investment of the assets of the UNJSPF (RSG). The RSG heads the Office of Investment Management (OIM), which manages a $100+ billion multi-asset class, global investment portfolio, about 85% of which is actively managed in-house. Asset classes under management comprise global equities, fixed income, foreign exchange, private equity, real estate, infrastructure, timber and commodities. This position is located in the Information Systems Section and is responsible for leading the Office of Investment Management’s IT Strategy (2026-2030) implementation. The position reports to the Chief Operating Officer. ### Responsibilities Within delegated authority, the Senior Information Systems Officer may be responsible for the following duties: • Leads the implementation of the approved IT strategy 2026-2030 by establishing and maintaining an integrated, outcomes-focused programme roadmap; translates strategic priorities into coordinated initiatives, delivery plans, milestones, dependencies, governance arrangements and measurable benefits. Ensures that projects are positioned for successful delivery and remain aligned with organizational objectives, operating needs and resources. • Provides authoritative technical and policy advice to senior managers on systems development in a changing business environment and the implications of various alternatives, on business applications and other related issues; identifies and plans for future needs; develops and disseminates best practices. • Plan, prioritizes and optimizes the allocation of available financial, human and technical resources across the IT strategy roadmap. Identifies capacity and capability gaps, develops mitigation options, and coordinates additional support, procurement or specialist expertise where necessary to protect critical outcomes and delivery timelines. • Ensures that implementation activities incorporate appropriate standards for system architecture, information security, data governance, interoperability, service management and business continuity. Promotes solutions that are sustainable, reusable and aligned with the target enterprise architecture and long-term technology roadmap. Establishes and maintains programme governance, including delivery standards, decision-making forums, performance reporting, risk and issue management, change control and benefits-realization mechanisms. Monitors progress against agreed scope, schedule, budget, quality and outcomes measures. • Develops and monitors performance measures; ensures that projects meet established time and cost parameters and standards of technical quality. • Develops and applies a data-driven approach to programme management by defining and monitoring KPIs, maturity measures, delivery dashboards and benefits metrics. Use evidence and analysis to demonstrate how implementation of the IT strategy is strengthening organizational capability, improving service performance, increasing integration and advancing digital and operational maturity. • Prepares and monitors the budget, work program, and spending plan. • Develops innovative solutions to resolve intricate problems that impact a critical area of the organization’s work. • Ensures the development of standards, procedures and practices to ensure a stable and effective systems environment. • Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need. • Performs other assigned duties. ### Competencies Core Competencies • Professionalism: Knowledge of systems design, and development, management, implementation and maintenance of complex information systems. Knowledge of organization’s information infrastructure and IT strategy as it relates to user area(s); strong negotiating skills and ability to influence others to reach agreement on difficult issues.
