Org. Setting and Reporting:This position is located within the International, Impartial and Independent Mechanism to assist in the Investigation and Prosecution of Persons Responsible for the Most Serious Crimes under International Law Committed in the Syrian Arab Republic since March 2011 (IIIM). The incumbent reports to the Chief of the Information Systems Management Section. The incumbent may deliver a programme of technical advisory and capacity-building support to Syrian transitional justice, accountability and criminal justice institutions, including the independent National Commission for Transitional Justice (NCTJ), upon request and subject to applicable decrees, laws and the Syrian transitional justice legal framework. This position is based in Damascus, Syria.
Responsibilities:Within delegated authority, the Information and Evidence Officer will be responsible for the following duties:Provides technical and advisory support by: (a) assisting in the design, establishment and maintenance of robust, scalable and secure evidence management infrastructures in line with international standards and best practices; (b) advising on processes, methodologies and tools required for the collection, ingestion, processing, preservation and analysis of information and evidence, ensuring forensic integrity and chain of custody; (c) supporting the processing, structuring and normalization of complex datasets, including digital and physical evidence, to enable efficient retrieval and analysis; (d) providing expert guidance on the design and implementation of data models, taxonomies and metadata schemas required to support evidence-based factual and legal analysis; (e) facilitating interoperability and information-sharing between systems while ensuring compliance with data protection, security and confidentiality requirements; (f) designing and delivering specialized training programmes, workshops and capacity-building initiatives; (g) contributing to the development of training materials, policies, standard operating procedures and guidance notes to strengthen institutional capabilities in managing and analysing evidence; (h) coordinating with headquarters to process and prepare evidence assets for appropriate use in judicial processes.Performs evidence handling and custodial obligations by: (a) ensuring the sound collection, preservation, registration, digitization, and secure permanent storage of collected material and maintaining its chain of custody, provenance taxonomies, auditing, and authenticity; (b) managing data ingestion, processing, and indexing of registered material and populating review and analysis systems; (c) establishing efficient procedures regarding the review of evidence and information; (d) defining, implementing, and maintaining an end-to-end data model supporting efficient information flow within evidence handling business processes and enforcing the provenance of collected material and confidential classifications; (e) developing eDiscovery requirements and workflows, including technical specifications for data harvesting and processing and required formats for the transfer of data.Manages operational aspects of system design, evaluation and application support by: (a) in accordance with the Section's project management framework, contributing to the design of the Mechanism's eDiscovery protocols and the necessary technology infrastructure necessary to implement procedures and support the Mechanism's mandate; (b) preparing technical documents, gathering requirements, and initiating standardization and procurement practices in accordance with United Nations procedures; (c) providing training on eDiscovery and its tools for both internal and external stakeholders; (d) acting as an administrator of eDiscovery tools; (e) performing other duties as requested.

Competencies:PROFESSIONALISM: Knowledge and expertise in eDiscovery data retrieval and analysis, data processing work or document review support work; knowledge of the eDiscovery Reference Model (EDRM) as well as recent developments in legal technology; understanding of search strategies and technologies (both text and non-text), data and metadata, and technology assisted review, as well as scripting skills (e.g., Python, JavaScript, Ruby, T-SQL, or VB) for data processing and automation; ability to assist with or contribute to complex criminal investigations, including expertise in documentation; excellent analytical capacity; understanding of Agile project management methodologies and their practical application to investigation scenarios.
