Organizational Context and Scope
Under the direct supervision of the AVRR Coordinator, and the overall supervision of the IOM Head of Programmeand Chief of Mission of IOM Algeria, the incumbent will be responsible for supporting the daily management of the Reception Facility for Voluntary Return (DARV), working closely with the AVRR, Protection, and Operations Units and with IOM partners.
## Responsibilities
Coordinate the day-to-day running of the Reception Facility for Voluntary Return (DARV), which accommodatesup to 300 migrants per day. Serve as main focal with the main service provider (OPLA) for the maintenance, cateringof the DARV, pre departure activities, distribution of kits, liaising with other IOM partners, and staff scheduling androtation, whilst ensuring compliance with IOM standard operating procedures.2. In coordination with the Information Management Unit and the Field Support staff, monitor MiMOSA costmanagement DARV activities and beneficiaries and flag any concern to the IOM Algeria IM Unit.3. Coordinate with Direct Assistance staff to review and consolidate identified operational needs at the DARV andfollow up with the Procurement and Logistics Unit to ensure timely procurement of goods and services, in line withIOM procedures.4. Facilitate accountability towards migrants (AAP) by supporting the establishment and implementation of afeedback and complaints mechanism, in coordination with the AAP Officer.5. Contribute to monitoring activities at the DARV by assisting the M&E Unit with data collection and reporting tosupport continuous improvement of services.6. Support external activities taking place at the transit center, acting as focal point in coordination with theProgramme Unit, including preparation for visits by government, donors, and others.7. Facilitate the participation of migrants in the DARV's governance system, with an emphasis on the meaningfulinclusion of all migrants in decision-making processes in coordination with the AAP and M&E Officers.8. Support the dissemination, awareness, and observance of the DARV's internal rules, apply disciplinary measuresas instructed, and report any incidents or challenges to the supervisor.9. Coordinate the referral of migrants with specific needs to the relevant IOM units (e.g. protection, medical,operations, reintegration), ensuring timely communication and follow-up.10. Prepare and submit detailed weekly operational reports, highlighting progress, challenges, and suggestions, tosupport the proper functioning of the center.11. Supervise and guide a team of assistants at the center, ensuring effective task distribution, monitoring of theirwork performance, and supporting staff well-being, quality of work and compliance with standards.12. Coordinate the implementation of AVRR procedures for all migrant movements, in close collaboration with theAVRR Coordinator.13. Support the implementation of pre-departure activities at the DARV, including MHPSS and livelihoodsassistance, in coordination with service providers.14. Collaborate with the Medical, Operations, and Protection teams, to support the daily delivery of services relatedto migrant arrival, check-ins, identity verification, non-food item (NFI) distribution, room assignment, check-outprocedures, pre-departure logistical arrangements for airport transfers.15. In coordination with the finance and procurement teams, support the financial and administrative processes ofthe DARV, in in line with allocated resources, IOM financial and administrative standards, and in close coordinationwith IOM Algeria's relevant units.16. Contribute suggestions to improve DARV management coordination processes, particularly with OPLA, andreport any challenges immediately to the appropriate supervisor(s).17. Perform any other tasks that may be assigned.
## Qualifications
Required Qualifications and Experience
Education
- Bachelor's degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with two years of relevant professionalexperience; or,• Master's degree in the above-mentioned fields.
Accredited Universities are those listed in theUNESCO World Higher Education Database.
Experience
- Experience in IOM administrative and financial management, budget monitoring, cash management and internalcontrol procedures.• Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and othervulnerable groups.• Prior work experience with international humanitarian organizations, non-government or governmentinstitutions/organization in a multi-cultural setting is an advantage.
Skills
- Good understanding of migration-related subject areas dealt with by the Organization;• Good communication and interpersonal skills.• Personal commitment, drive for results, flexibility and the ability to work effectively and harmoniously withcolleagues from varied cultures and professional experiences.• Knowledge of the usage of office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet.
Languages
For this position, fluency in French and English is required (oral and written).• Knowledge of Arabic, Bambara, Hausa or Germa/Songhai is an advantage.Working knowledge of any other UN language is an advantage
