Join UNICEF as a Partnerships Officer (Temporary Appointment), P-2 in Suva, Fiji, and help advance children’s rights and wellbeing across the Pacific by strengthening strategic partnerships. Working with governments, donors, UN agencies, NGOs, and other stakeholders, you will support partnership development, resource mobilization, advocacy, and knowledge sharing while contributing to collaborative solutions that deliver lasting impact for children throughout the region. For every child, the right to a Future UNICEF Pacific works across 14 Pacific Island countries and territories: Cook Islands, Fiji, Kiribati, Marshall Islands, Federated States of Micronesia (FSM), Nauru, Niue, Palau, Samoa, Solomon Islands, Tokelau, Tonga, Tuvalu, and Vanuatu. Together, these countries are home to 2.3 million people, including 1.2 million children and young people, dispersed across more than 660 islands and atolls spanning 17.2 million square kilometres of ocean. Kiribati, Marshall Islands, FSM, Solomon Islands, and Tuvalu are classified as Fragile States under World Bank/OECD criteria. As UNICEF’s oldest and largest Multi-Country Office (MCO), the Pacific MCO serves as a model for newer MCOs globally. While all 14 countries have ratified the Convention on the Rights of the Child, only one-third are meeting their reporting obligations. UNICEF supports governments to advance children's rights through integrated programmes in health, nutrition, education, child protection, climate resilience, and social policy, addressing challenges such as climate vulnerability, geographic isolation, and limited service delivery capacity. Adolescent suicide rates in countries such as Kiribati, FSM, and Vanuatu are well above the global average, while access to mental health services remains limited. Shortages of trained professionals, weak implementation of care standards, and limited evidence on child and adolescent mental health continue to constrain effective responses. To address these challenges, UNICEF Pacific works with governments, NGOs, civil society, and faith-based organisations to strengthen child protection and mental health and psychosocial support (MHPSS) services. Between 2023 and 2025, UNICEF and partners implemented a range of multi-sectoral initiatives aimed at preventing abuse, reducing risks, and closing critical service gaps. How can you make a difference? The Partnerships Officer support Partnership Specialists and senior management in deepening collaboration with key stakeholders and helping to provide an interface for environmental scanning, knowledge exchange, resource mobilization, and policy influence within the scope of assignment.  The key result is to ensure greater visibility for UNICEF and influence in support of its mission. Summary of key functions/accountabilities: Under the general guidance of the Partnerships Specialist, the Partnerships Officer will undertake the following functions: 1.Donor reporting:Coordinate narrative and financial donor reports, maintain reporting trackers, consolidate inputs, ensure compliance with donor/UNICEF requirements, and support clearance and submission processes. 2.Contribution and grant management:Support grant creation, amendments and no-cost extensions in UNISON, ensure timely payment requests, fulfil visibility and closure requirements, and coordinate follow-up. 3.Funding pipeline and resource mobilisation:Track funding opportunities, pipeline status, income trends and funding gaps, and prepare analyses to support donor engagement, programme planning and resource mobilisation. 4.Donor intelligence and partner mapping: Research current and potential partners, maintain donor mapping tools and profiles, and identify alignment with UNICEF Pacific programme and funding priorities. 5.Donor and partner engagement:Support donor and partner relations by assisting with correspondence, information requests, meeting coordination and follow-up actions. 6.Partner visibility and communications:Coordinate development of stories and visibility materials showcasing partner-supported results and ensure compliance with donor recognition requirements. 7.Knowledge management:Maintain organised records of donor reports, agreements, partner profiles, funding data and engagement materials. Minimum requirements: 1. Education: Bachelor or equivalent (First Level University Degree) in Political Science, Communications, International Development, international relations, public affairs and any other related fields. 2. Work Experience: A minimum of two (2) years of relevant work experience in Programme Management, partnership management, resource mobilization, external relations, donor relations, stakeholder engagement, policy analysis, international development, government relations, interagency coordination, communications and any other related fields. 3. Skills: Relationship Building- Strong communication, networking and stakeholder engagement skills. Partnership Management - Ability to build and maintain effective partnerships with governments, UN agencies, NGOs, donors and other stakeholders. Development Knowledge- Knowledge of international development issues, programming policies and procedures. Analytical Thinking- Strong research, analytical and policy analysis skills, with the ability to gather, interpret and present information to support decision-making. Resource Mobilization- Experience supporting resource mobilization, partnership development and external relations initiatives. Trend Analysis- Ability to monitor and analyze political, social and development trends and assess their implications for programmes and partnerships.
