Org. Setting and Reporting:Established in 1997, UNMAS works to eliminate the threat posed by mines, explosive remnants of war and improvised explosive devices by coordinating United Nations mine action, leading operational responses at the country level, and supporting the development of standards, policies and norms. As a specialized service of the United Nations located within the Department of Peace Operations, UNMAS operates under UN legislative mandates of both the General Assembly and the Security Council. UNMAS also responds to specific requests for support from the UN Secretary-General or designated official. This position is located in the United Nations Mine Action Service (UNMAS) based in Jerusalem. The Deputy Chief of Mine Action Programme reports to the Chief of Mine Action Programme (CMAP) who leads the UNMAS OPT programme and reports to the Director of UNMAS Headquarters. Responsibilities:Within delegated authority, the Programme Management Officer will be responsible for the following duties: - Supports the CMAP in the development, implementation, and evaluation of the Mine Action Programme’s strategy, resource mobilization plan, work plan, and budget. Monitors and analyzes programme and project implementation to ensure alignment with strategic objectives; reviews relevant documents and reports; identifies issues requiring attention and initiates corrective measures. Liaises with stakeholders to ensure effective coordination and follow-up on agreed actions. - Researches, analyzes and presents information gathered from diverse sources. - Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies, - Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets data on the evolution of the Mine Action programme , monitors the Mine Action programme's performance, including the implementing partner's performance, in accordance with agreed performance indicators, identifies problems/issues and prepares conclusions, evidences and proposes appropriate Programme response. - Organizes, prepares and reviews written outputs, e.g. Mine Action programme strategy, draft background papers, analysis, sections of reports and studies, inputs to publications, etc. - Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. - Supports the CMAP in initiating and coordinating outreach activities and engagement with national and local authorities involved in Mine Action. Organizes and conducts training workshops, seminars, and related events; delivers presentations on assigned topics and activities to strengthen awareness, capacity, and collaboration. - Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. - Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial reports, etc.) and coordinates preparation of relatedocuments/reports (pledging, work programme, programme budget, etc.). - Models and reinforces positive programme culture in interactions with colleagues, implementing partners, and stakeholders, including through accountable, collaborative, and constructive professional conduct. - Deputizes for the CMAP and performs the officer-in-charge (OIC) function when the CMAP is out of the area of responsibility. Performs other duties as required.

PLANNING & ORGANIZING: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently. ACCOUNTABILITY: Takes ownership of all responsibilities and honours commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.
Education:Advanced university degree (Master's degree or equivalent) in business administration, management, international relations, public administration or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience:A minimum of seven years of experience in project or programme management, administration or related area is required. A minimum of four years of experience in programme management in the mine action sector, security sector reform, stabilization or humanitarian in a conflict or post-conflict setting, of which at least two years is at a team leader level, is required. A minimum of two years of experience in engaging with senior government officials in a complex humanitarian or conflict setting is required. A minimum of two years of experience working in a humanitarian or UN mine action field programme, or in an equivalent setting within an international organization, with direct exposure to the mine action sector is required. Experience in resource mobilization and fundraising is desirable. Familiarity with technical mine action operations is desirable
