It is a permanent intergovernmental body established by the United Nations General Assembly in 1964. UNCTAD supports developing countries to access the benefits of a globalized economy more fairly and effectively. It provides economic and trade analysis, facilitates consensus-building and offer technical assistance to help developing countries use trade, investment, finance and technology for inclusive and sustainable development. - UNCTAD actively supports Liberia through trade modernization, capacity building, and digital customs management - UN Trade and Development (UNCTAD) is the UN’s leading institution dealing with trade and development. UNCTAD supports developing countries to access the benefits of a globalized economy more fairly and effectively. It provides economic and trade analysis, facilitates consensus-building and offer technical assistance to help developing countries use trade, investment, finance and technology for inclusive and sustainable development. - The UNCTAD Automated System for Customs Data (ASYCUDA) is an integrated customs management system for international trade and transport operations in a modern automated environment. ASYCUDA is a computerized customs management system that covers most foreign trade procedures. It handles manifests and customs declarations, along with accounting, transit and suspense procedures. It also generates trade data that can be used for statistical economic analysis. The ASYCUDA software is developed by UNCTAD. Source: https://asycuda.org/en/about/. The ASYCUDA is a fully extra-budgetary programme implementing technical assistance projects across most continents, including in Liberia - • Develop and program specific modules and features for the Automated System for Customs Data (ASYCUDA) in Liberia - • Provide ASYCUDA information technology (IT) support to the Liberian Customs IT team as required - • Write technical documentation for ASYCUDA in Liberia - Candidate must be a national, legal resident or hold refugee status in the country of assignment. Assignment requirements - English, Level: Fluent, Required Required education level: - Master's degree in computer science, software engineering, information technology or related area. A bachelor’s degree in the above areas in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Competencies and values: - • Adaptability and flexibility - • Planning and organising Skills and experience: - • Must possess at least 3 years' experience with a Master’s Degree or 5 years' experience with a Bachelor's Degree in developing software applications. - • Experience in designing and developing RESTful APIs for a microservices architecture using Java, with frameworks such as Quarkus and Spring Boot, is mandatory. - • Proficiency in front-end development using JavaScript is also required. - • Familiarity with containerization tools such as Docker and Kubernetes, and Continuous Integration/Continuous Deployment (CI/CD) tools such as GitLab CI, Jenkins, and Splunk is desirable. - • Candidates should have a background in working within an Agile approach and using Agile project management tools.
