UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
Women and girls are the majority of those affected disproportionally by the ten-year war. They experience higher rates of poverty and displacement than men, worsening inequalities, many have lost their homes and jobs lack access to basic social services, and are facing protection concerns, [4] including gender-based violence [5] , conflict-related sexual violence, [6] and human trafficking [7] . Among the 14.6 million needing humanitarian assistance, women and girls constitute the vast majority. Women make up 56% of the estimated 3.7 million internally displaced persons (IDPs) in Ukraine and constitute 93% of the 4.6 million people returning to Ukraine [i] .
Despite the ongoing war, Ukraine's recovery and reconstruction provide significant opportunities to build back better, more inclusive, and more equal, to strengthen good governance, the rule of law, gender equality, sustainable socio-economic development, and human rights.
To achieve gender equality and women's empowerment in Ukraine, the CO will contribute to the UN Cooperation Framework 2025 - 2029 and the Humanitarian Program Cycle. The CO will leverage its triple mandate to promote UN system-wide coherence, results, and accountability. It will address early recovery needs through a nexus approach and the longer-term policy reform priorities of the Government of Ukraine. The UN Women Ukraine Strategic Note 2025-2029 will focus on Gender responsive recovery, reconstruction, and development programs achieving the three outcome areas:
- Governance, Women Peace, and Security
- Women's Economic Empowerment
Under the overall guidance of the Chief, Information and Communications Technology (ICT) and the direct supervision of the Operations Manager, the ICT Associate executes ICT services in the Country Office, implements ICT management systems and strategies, provides daily technical support to users of information management tools and technology infrastructure. The incumbent is responsible for review and advice on the use of new technologies that will enhance the CO productivity. The ICT Associate promotes a client-oriented approach. In the operating context of the war in Ukraine, frequent power outages and disruptions to telecommunications, the ICT Associate also supports the continuity and resilience of office operations through reliable backup power and connectivity solutions.
Key Functions and Accountabilities
- Implement ICT strategies and new technologies in accordance with corporate information management and technology standards, guidelines and procedures:
- Support the Country Office(s) as per signed Delegation of Authority for ICT functions.
- Provide inputs to the development and review of internal ICT policies and procedures as required;
- Draft ICT annual work plan for the office;
- Provide IT support in the use of Quantum (UN WOMEN's implementation of Oracle Cloud ERP) functionality for improved business results and improved client services.
- Ensure effective functioning of the Country Office hardware and software:
- Install, operate, and maintain all Country Office hardware equipment;
- Provide advice on the acquisition of hardware supplies,
- Make routine repairs and change of hardware electronic components;
- Plan, install, configure, test and maintain all communication systems, including mobile and satellite phones and Starlink terminals; manage Starlink equipment, connectivity and service arrangements, and troubleshoot connectivity issues;
- Install commercial and in-house developed software and related upgrades, anti-virus programmes;
- Maintain an up-to-date inventory of software and hardware, including Starlink terminals, power banks, portable power stations, uninterruptible power supply equipment and related accessories;
- Ensure efficient networks administration:
- Monitor primary and backup network connections on a daily basis, including Starlink connectivity, to ensure a stable and responsive network environment and continuity during disruptions;
- Configure network printers and provide user access as required;
- Trouble-shoot and monitor network problems; respond to user needs and questions regarding network access;
- Liaise with UNDP to trouble-shoot and monitor network problems; respond to user needs and questions regarding network access
- Maintain up-to-date parameters of information for the network clients and electronic mail;
- Implement backup and restoration procedures for local drives; maintain backup logs; organize off-site storage of backups;
- Maintain and regularly test ICT business continuity and disaster recovery measures, including backup and restoration of server and local storage facilities and continuity arrangements for frequent power and communications outages; ensure that backup connectivity and power equipment is charged, functional and ready for rapid deployment;
- Liaise with other UN agencies or venders to Manage Local Area Network (LAN) in accordance with UN Women requirements
- Provide web management services:
- Maintain the Country Office web site and Intranet.
- Provide administrative support regarding ICT issues:
- Provide technical support in the procurement of new ICT equipment for the Country Office, provide technical specifications and information on best options in both local and international markets, review quotations and bids;
- Maintain inventory and stock of ICT supplies and spare parts in cooperation with the Procurement Unit, with particular responsibility for the receipt, recording, allocation, charging readiness, periodic testing and replenishment of power banks and other backup-power equipment;
- Process ICT equipment registration and disposal in Quantum asset module, support to the physical inventory verification exercise by checking the accuracy of records and location of property and prepare inventory reports as required;
- Provide ICT support to key events and operational activities, including arrangements for reliable backup power and internet connectivity where electricity or telecommunications may be disrupted;
- Provide technical support and advice to Country Office:
- Diagnose, evaluate, and prioritize requests for assistance from staff in RO/COs/ Programme Presence offices experiencing problems with hardware, application software, operating systems, networking and other computer related issues;
- Liaise with ICT Associate in HQ for support and guidance;
- Meet all ICT on-boarding requirements for new personnel.
- Facilitate knowledge building and knowledge sharing in the Country Office:
- Identify and promote different systems and applications for optimal content management, knowledge management and sharing, information provision;
- Contribute to the organization of trainings for the CO staff on ICT issues;
- Synthesize lessons learned and best practices in ICT.
- The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Education and Certification:
- Completion of secondary education is required.
- Bachelor's degree in Computer Science is an asset
- Certification on Cisco Meraki and Microsoft Azure Fundamentals are recommended. Microsoft Azure Administrator Associate or Equivalent is an added asset. If certification is not available at the time of recruitment, it should be obtained within 6 months.
