In Cambodia, UN Women's work is guided by the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2024-2028, the Regional Strategic Note (2026-2029), and the Corporate Strategic Plan (2026-2029). These frameworks shape UN Women Cambodia's key priorities in advancing gender equality and women's empowerment (GEWE). UN Women Cambodia has worked closely with the national women's machinery to monitor the implementation of the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW). This connects to the Ending Violence Against Women (EVAW) programme through which UN Women has supported the Royal Government of Cambodia (RGC) via the Ministry of Women's Affairs (MoWA) in developing and implementing the National Action Plan to Prevent Violence Against Women (NAPVAW), particularly focusing on vulnerable groups such as women migrant workers. Additionally, the priority also supports the RGC to advance the women peace security agenda, which focuses on convening dialogues, with participation of wider stakeholders, including civil societies, government as well as academic institutions, situation analysis and study on gender barriers toward realization of the National Action Plan.
The UN Women Cambodia Programme Office is implementing the European Union (EU)-funded project “Ensuring Decent Work and Reducing Vulnerabilities for Women and Children in the Context of Labour Migration in Southeast Asia”: Protecting the Right of Women and Children in the ASEAN region 2024-2027 (PROTECT) by promoting decent work, preventing and responding to violence against women and children, and reducing vulnerabilities of women and children in labour migration, including the prevention of trafficking. The project aims at:
- Strengthening national legislation, policies, and regional frameworks for the protection of the rights of vulnerable groups, especially women and children in the context of labour migration, in line with international standards.
- Improving national and regional capacities and mechanisms for rights-based, gender and child- responsive policy implementation, service provision, and prevention efforts to reduce risks of abuse, exploitation, violence and harassment of at-risk groups especially women and children in the context of labour migration, including trafficking and smuggling
- Increasing the access of at-risk groups, women migrant workers and children to information, social and legal services, counseling, and association to prevent abuse, exploitation, harassment, violence and trafficking in human being.
Building on lessons and good practices from the EU-funded Safe and Fair Programme, the PROTECT Project addresses important gaps with respect to protecting the rights of women migrant workers to a life free from labour exploitation and violence, adopt a multi-stakeholder, multi-sectoral approach to benefit migrants in vulnerable situations, adopt a regional approach working with ASEAN and a corridor approach within South East Asia, supporting cross-border knowledge exchange and stakeholder networking, strengthen coordination and collaboration between stakeholders, and strengthen access to basic services for children in the context of migration. The project approach includes a cross-border and migration corridor approach: Cambodia - Thailand; Indonesia - Malaysia; as well as emerging migration routes into Cambodia and Thailand (in relation to trafficking for forced criminality into scam operations).
In Cambodia, under PROTECT, UN Women oversees the results related to violence against women migrant workers and provide support to and coordinate with MoWA, civil society organisations (CSOs) working on women's rights and ending violence against women as well as other stakeholders. The focus includes strengthening service provision for women migrant workers through the formulation and implementation of national policies/action plans on prevention and response to violence against women, increasing the capacities of front-line service providers, and increase in opportunities for women migrants to access to information and engage meaningfully in policy dialogues on safe migration in Cambodia and in Thailand.
About theMy Journey Mobile App
TheMy Journey Mobile Appis a mobile application for Cambodian women migrant workers (WMWs) providing reliable, accessible information on safe migration, labour rights and essential services. Content covers rights and services in key destination countries, pre-departure preparation, and return. All content is in Khmer and is accessible across literacy levels through text, video, animation, and audio.
The application was developed by UN Women Cambodia in collaboration with CSOs Child Helpline Cambodia and ISTEEDLab (Kawsang) to empower Cambodian women migrant workers and their families. Originally developed under the Safe and Fair Programme, part of the Spotlight Initiative, the app is now managed under the PROTECT Project, to improve protection and access to services for women migrant workers. It provides accurate information and insights on ending violence against women, labour migration, and the right to work. Since its launch in 2021, the app has been disseminated through community outreach programs and social media platforms, including Facebook and TikTok. Notably, it has been downloaded on over 3,960 devices, benefiting users in Cambodia as well as in destination countries such as Thailand and Malaysia.? Following the end of Safe and Fair, the app was taken offline and underwent a period of technical updating to meet current Google Play compliance requirements. The app was made available online again in March 2026 and is currently being updated and tested ahead of its official relaunch.
The UN Women Cambodia Programme Office is seeking a retainer national consultant to provide technical support for the update, testing, maintenance and deployment of the My Journey Mobile App. UN Women's programme and communications teams will lead the review and validation of substantive content, including information related to gender equality, violence against women, labour migration and service provision. The consultant will be responsible for incorporating approved content updates into the application and ensuring their effective technical implementation.
Description of Responsibilities /Scope of Work
The National Consultant will provide technical support to update, test and deploy revised content and functionality for the My Journey Mobile App, based on content reviewed and approved by UN Women.
Duties and Responsibilities
In close coordination with the Programme Analyst, Communications Specialist and relevant UN Women programme team, who will provide substantive guidance and review and approve content, the consultant will undertake the following technical tasks:
- Update application branding and digital store content as required under PROTECT.
- Review and consolidate into an editable document the application's existing content for UN Women's review, and incorporate the content approved by UN Women into the application.
- Incorporate UN Women-approved updates to service information,content,and multimedia resources into the application.
- Verify and improve the application's functionality by testing and validating all phone numbers, hyperlinks, and other interactive features to ensure they are functional and up to date. UN Women will coordinate the review of the service directory and technical information and provide the updated content to the consultant, who will be responsible for incorporating it into the application.
