The United Nations Development Programme (UNDP) is the UN's global development network, working in 170 countries and territories. In line with its 2026-2030 Country Programme, UNDP in Bosnia and Herzegovina focuses on inclusive green growth, human capital development and accountable institutions and social cohesion. UNDP is fully committed to supporting Bosnia and Herzegovina in achieving its Agenda 2030 commitments and advancing its European Union (EU) integration priorities. Across all areas of work, UNDP applies conflict-sensitive, integrated, and innovative approaches tailored to the country's development needs. The Effective Governance Sector of UNDP in Bosnia and Herzegovina implements projects in the areas of democratic governance, accountable institutions and social cohesion, rule of law, security, access to justice, social protection, and human rights, geared towards reducing inequalities, strengthening accountable and responsive institutions, and ensuring that vulnerable groups have access to essential services and opportunities. All interventions are implemented in close collaboration with government institutions, civil society organizations, academia, development partners, and other UN agencies. As part of its commitment to advancing social inclusion, reducing inequalities, and promoting gender equality in Bosnia and Herzegovina, UNDP is implementing activities under the IPA 2022 “EU4PEOPLE - Social Protection Programme”, a Joint Programme (JP) funded by the European Union and led by UNICEF, in partnership with UNDP, UNFPA, and ILO. The Programme supports the modernization of the social protection system in Bosnia and Herzegovina through three key priorities: (i) strengthening the institutional, professional, and digital capacities of Centers for Social Welfare and other social protection institutions to deliver integrated, rights-based, gender-responsive social services; (2) expanding and institutionalizing standardized, licensed, non-institutional and community-based social services to improve equitable access, quality of care, and social inclusion for vulnerable groups; and (3) enhancing social and child protection inspection, monitoring, and quality assurance systems to ensure compliance with European Union standards, improve accountability, strengthen working conditions in the care sector, and support the sustainable delivery of high-quality social services throughout Bosnia and Herzegovina. The Programme will be implemented in partnership with key social protection institutions at all levels of government, including relevant ministries, up to 51 Centers for Social Welfare, other local social and child protection institutions, and institutions managing administrative data and registers. These partnerships will support improved coordination, interoperability, and the delivery of integrated and high-quality social protection services for vulnerable populations, aligned with European Union standards. As part of the Programme, UNDP will work with other participating UN agencies and institutional stakeholders to strengthen the institutional, organizational, strategic, and financial management capacities of 40 Centers for Social Welfare, enabling them to move beyond predominantly administrative functions and operate as proactive, analytically grounded, and financially sustainable service provision actors also supporting social service coordination at local level within Bosnia and Herzegovina's social protection systems. The focus is not merely on building durable internal systems, competencies, and governance structures that allow Centers for Social Welfare to undertake continuous evidence-informed planning, service development, and resource management aligned with EU standards and entity-level reforms. Moreover, UNDP will lead the Programme's support for the systematic digital transformation of Centers for Social Welfare and related social service providers, with the objective of improving service efficiency, transparency, accountability, and equitable access to social protection. This will include the technical development and expansion of an interoperable digital platform for social benefits administration and integrated case management in both entities, building on its ongoing work with the Ministry of Labor and Social Policy in Bosnia and Herzegovina to support: - Secure and automated data exchange with institutions managing administrative registries, including tax administrations, public employment services, pension and disability insurance funds as well as other relevant institutions - Improved targeting of social protection measures, reducing both exclusion and inclusion errors; - Real-time data tracking, monitoring, and reporting at local, cantonal, entity levels. Duties and Responsibilities Under the direct supervision of the Effective Governance Sector Leader, the Project Coordinator will execute the duties and responsibilities outlined below in the following functional areas: Ensures Project management and supervision of the project teams - Coordinates and manages project activities under the relevant projects, in cooperation with Joint Programme UN agencies, donors, project partners and other stakeholders. - Manages and ensures achievement of the overall project objectives as stated in the project document including supervision of the project team. - Supports coordination of activities related to the incorporation of different approaches into project activities. - Applies programming tools and policies in line with the UN Result-Based Management Approach, prepares annual activity and procurement work plans, as well as budgets based on expected year-end outputs. - Builds, motivates, and leads a high-performing team consisting of personal, experts, service providers, and conducts performance assessments of team members, and ensures interagency coordination. - Reports to the Steering Committee(s) to assure the overall direction and integrity of the implementation. - Ensures full accountability, transparency, and the principle of competition in the allocation of resources, procurement of services, works and goods and selection of recipients. - Secures proper and efficient use of projects budget, as per the JP document and workplans; manages financial allocations and approves expenditures according to the authority delegated and ensures timely payments in accordance with UNDP rules and regulations. - Ensures that all UNDP project management quality standards are observed and applied in the implementation. - Complies with security and safety requirements and regulations and ensures the same are respected by the team members.
