Thailand's upper-middle-income status reflects sustained economic growth and expanded national capacity to finance and deliver services for children. Significant disparities persist behind these national averages — by region, migration status, ethnicity and disability — and national systems and financing mechanisms still need to be strengthened to reach every child and youth, particularly those most marginalized and excluded. In this context, UNICEF Thailand consolidates an established role centered on four strands: generating and applying evidence to inform policy and programme design; advising on and helping mobilize public finance and domestic investment for children; providing technical support and policy advice to government partners on system design, delivery and quality; and advocating, in partnership with government, the private sector and civil society, for the rights of the most excluded children.
The Adolescent Development Officer reports to the Chief of Adolescent Development (P-4) for supervision. The Officer provides professional technical, operational and administrative assistance throughout the programming process to support the integration of adolescent development and participation in programmes/projects within the Country Programme, with a focus on youth participation in national and local governance and youth work standards. The Officer is responsible for preparing, executing, managing and implementing a variety of technical and administrative programme tasks to support the development and formulation of the adolescent development and participation programmes/projects within the Country Programme.

To qualify as a champion for every child you will have...
Minimum Requirements:
- Education: A Bachelor or equivalent (First Level University Degree) in Anthropology, Psychology, Sociology, Education or another relevant technical field is required.
- Work Experience: At least 2 years of relevant professional work experience in social development planning and management in adolescent development, youth participation and youth work related areas is required.
- Skills: Proven experience facilitating meaningful adolescent and youth engagement in programme planning, review, and decision-making processes is required. Demonstrated experience in designing and delivering capacity-building initiatives for policymakers, government counterparts, and other stakeholders on adolescent development, youth participation, and youth engagement is required.
- Language Requirements: Fluency in English and official local language (Thai) is required.
- Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.
- Experience supporting Civic participation, evidence generation, evidence-based advocacy, UN system, adolescent engagement is considered an asset.
- Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
