Job Description

UNICEF Dominican Republic is seeking a dynamic and strategic Programme Budget Officer to support the effective planning, monitoring and coordination of the Country Programme. Beyond programme budgeting, grants management and financial oversight, this role offers the opportunity to contribute to strategic decision-making, foster collaboration across sectors and help drive integrated approaches that maximize results for children and adolescents.Working closely with programme teams and senior management, the incumbent will help translate priorities into action, strengthen programme coherence, monitor cross-cutting initiatives and support the efficient use of resources to deliver meaningful impact at scale. As Programme Budget Officer, you will play a pivotal role in helping UNICEF Dominican Republic translate strategic priorities into coordinated action and results for children. Working closely with the Deputy Representative and programme teams, you will support the planning, monitoring and oversight of the Country Programme, ensuring that resources, partnerships, risks and programme progress are aligned for maximum impact. Based on the approved job profile, the role supports programme planning, budgeting, grants monitoring, financial reporting, risk-informed programme follow-up and partnership management. Additionally, this role will help generate the analysis, insights and follow-up needed to support strategic decision-making and programme performance. This role goes beyond programme budgeting and financial oversight. It offers a unique opportunity to contribute to the coordination of strategic priorities across the Country Office, helping connect programme areas and facilitate collaboration across sectors. You will contribute to bringing together diverse programme perspectives, tracking cross-cutting initiatives, identifying bottlenecks and supporting integrated approaches that maximize results for children. Whether supporting programme reviews, monitoring strategic commitments, or helping advance priorities such as gender, violence prevention and other cross-sectoral agendas, you will serve as a key connector between strategy, coordination and results. Programme Budgeting Supports the preparation, review and analysis of budget plans, cost estimates and budget analysis, including the compilation of narrative inputs and supporting tables required for finalization. 3. Capacity Building and Process Support If you would like to know more about this position, please review the complete Job Description here:Job Description - Programme Budget Officer-NO-1- Dominican Republic.pdf To qualify as an advocate for every child you will have… Minimum requirements: - Education:A completed First Level university degree in one of following fields is required: Business Administration, Public Administration, Projects Evaluation and Management, Finance, Social Science, Development Studies, Economics, Public Finance, Project Management and any other relevant field. - Work Experience:A minimum of 1 year of professional work experience in programme/project management, budget and/or financial management, programme planning, monitoring, reporting or programme support is required. - Skills:Ability to manage programme resources is required.Knowledge of result-based programme implementation is required.Capacity to undertake risk management related activities is required.Knowledge of administrative, financial, partnership, and programme management procedures is required.Hands-on experience in data compilation and reconciliation of expenditures, balances, payments, statements and financial reporting is required. - Language Requirements:Proficiency in Spanish and in English is required. Desirables: - Language: Knowledge of another official UN language (Arabic, Chinese, French or Russian) is desirable. - Strong knowledge of Ms Excel, Power BI is highly desirable. - Practical experience in implementing partnership management, grants monitoring, program reporting, and risk follow-up is an advantage. - Background in data analysis and use of information dashboards are considered an asset. - Experience working in a developing country is considered as an asset. - Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
