Organizational Setting and Reporting
This position is located in the Coordination Unit of the Office of the United Nations Special Coordinator for the Middle East Peace Process (UNSCO) in Jerusalem and will report to UNSCO Head of Mission.
Within delegated authority the Coordination Officer will carry out the following duties: Partnerships, Planning and Programming Develop and maintain productive partnerships with mission components, UNCT members, national stakeholders authorities, bilateral and multilateral donors, regional organisations, international financial institutions, the private sector, civil society and other stakeholders; Support the preparation and implementation of Mission and UN common planning and programming processes, including the Mission Concept, UN Sustainable Development Cooperation Framework; Early Recovery Framework, the Common Humanitarian Fund (CHP), the Common Country Assessment (CCA) and the Integrated Strategic Framework (ISF); Monitor and evaluate actions implemented through these frameworks, prepare position papers, and record policy related decisions; Provide substantive and practical support, such as serving as the secretariat, to relevant committees, task forces, clusters, inter-agency coordination groups, steering committees and working groups, Represent UNSCO in relevant groups working groups and coordination mechanisms in Gaza. Organize and provide substantive and practical support to conferences, meetings, seminars and workshops, as necessary; Serve as a focal point l between the Mission and UN programme staff in the field. Analysis, Advice and Reporting Identify issues and develop strategies for a common UN approach through policy, advocacy and/or programming efforts; Support the development of strategies, policies and other measures designed to achieve common objectives between the Mission, UNCT and other partners; In conjunction with partners, identify and pursue opportunities for specific peace building activities, and where appropriate, provide secretariat support for the management of trust funds; Contribute to the Design and implementation of a resource mobilization strategy in line with national and UNCT priorities. Prepare summary and analytical documents, including regular situation reports, background notes, options papers, code cables, talking points and input for reports of the Secretary-General and briefings to the Security Council, in coordination with relevant Mission components and the UNCT; Consolidate periodic reports of Mission and UN common planning and programming processes and budgets and identify constraints to implementation of UN wide strategies; Where appropriate, serve as the focal point for coordinating and reporting on Mission or UN-system wide administrative inquiries and processes. Information Management and Communication Maintain an effective system of information management designed to guarantee accessibility and utility of information on mission-specific planning and UNCT programmes as well as system wide policies, guidance and best practice; Facilitate the flow of information between stakeholders, including facilitation of information flow between Gaza-based agency components and Mission HQ.

Advanced university degree (Masters or equivalent) in business, Political Science, International development, law, public administration, logistics, human resources management, finance, accounting or a related area. A first level university degree with a combination of two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Job - Specific Qualification
A minimum of seven (7) years of progressively responsible experience in programme management, humanitarian affairs, political, civil affairs, including at least 2 years in complex, crisis or post conflict context or a related field is required. Experience managing and participating in inter-agency coordination mechanisms at the national level is required. At least 2 years of experience in post-conflict recovery planning coordination and/or programme implementation is desirable.At least two years of experience working in or in support of a [LP6.1]field operation of the United Nations Common System or a comparable international organization, or similar multilateral or non-governmental organization is required. At least two years of experience working in the Middle East region and an understanding of the region’s political dynamics is desirable
English and French are the working languages of the United Nations Secretariat. For this job opening, English is required.
