### 1. The Agency
ENISA's mission is to achieve a high common level of cybersecurity across the Union, by actively supporting Member States, European Union institutions, industry, academia and EU citizens².
ENISA contributes to policy development and implementation, supports capacity building and preparedness, facilitates operational cooperation at Union level, enhances the trustworthiness of ICT products, services and processes by rolling out cybersecurity certification schemes, enables knowledge sharing, research, innovation and awareness raising, whilst developing cross-border communities and synergies.
ENISA is located in Athens, Greece (the Agency's official seat), Greece and a Local Office in Brussels, Belgium.

### 2. The Unit
The Policy Monitoring & Analyses Unit (PMA) provides strategic long-term evidence-based analysis, guidance and advice on current and future policy challenges and opportunities, with the aim to support

informed decision making. The Unit's work contributes to the delivery of primarily two of ENISA's strategic objectives: support for effective and consistent implementation of EU cybersecurity policies, and empower communities in an involved and engaged cyber ecosystem. As such, it supports the Union institutions and MemberStates on new policy initiatives, through evidence-based inputs into the policy development process.
The unit is also responsible for the work related to the Report on the State of the Cybersecurity in the Union, the EU Cybersecurity Index, monitoring NIS2 Implementation activities and for supporting Member States developing and assessing national cybersecurity strategies, also by carrying out peer reviews in line with NIS2 (Article 19).
### 3. The job
ENISA is looking to draw a reserve list of candidates for the upcoming SPD period 2026-2028 for the profile of Senior Cybersecurity Expert to join the Policy Monitoring and Analysis Unit activities.
As needs arise, ENISA will search the pool of reserve list candidates and select those that are appropriate to its needs. The established reserve list may be used to cater for other Agency wide staffing needs.
The key responsibilities and tasks are outlined below:
- Contribute as a lead-expert in the projects and areas covered by the Unit and fulfil other tasks given by the HoU, demonstrating data quality assurance, data analysis and data reporting skills tailored to different audiences; as well as the capacity to further develop and improve the Unit's projects;
- Promote continuous quality assurance and set validation methods, in alignment with the HoU, to achieve long lasting delivery and continuous improvement of the deliverables of the Activity
- Coordinate work along the outputs of the Activity, in support and alignment with the Head of Unit (HoU) and the vision of the Unit. This includes monitoring and reviewing progress of the outputs assigned, and ensuring their quality and added value , as well as timely delivery in line with the budget available;
- Report to the HoU, align with peers and exchange information on regular basis and contribute to building synergies within ENISA both on operational and strategic level. This includes ensuring alignment with other operational Units and proposing common areas for collaboration under the auspices of the SPD Objectives of the Unit;
- Support in building and actively engaging relevant stakeholder communities, ensuring outreach and representing and promoting the work of the Unit, in alignment with the HoU.
## 4. Qualifications and experience required³
### 4.1 Eligibility Criteria
The selection procedure is open to candidates who satisfy the following eligibility criteria on the closing date and time for application:
- Be a national of one of the Member States of the European Union4 or EFTA5 countries;
- Be entitled to their full rights as a citizen6;
- Have fulfilled any obligations imposed by the applicable laws concerning military service;
- Produce appropriate character references as to their suitability for the performance of the duties;
- Be physically fit to perform the duties linked to the post7;
- Have a level of education, which corresponds to completed university studies of at least four (4) years attested by a diploma8 and, after having obtained the university diploma, at least nine (9) years of appropriate professional experience, or have a level of education which corresponds to completed university studies of at least three (3) years attested by a diploma and, after having obtained the university diploma8, at least ten (10) years of appropriate professional experience;
- Thorough knowledge of one of the official languages of the European Union (at C1 level) and a satisfactory knowledge of another official European language of the Union (at B2 level) to the extent necessary for the performance of their duties?.
³ Candidates must satisfy ALL the eligibility criteria on the closing date for applications. 4 It should be noted that, due to the withdrawal of the United Kingdom from the European Union on 31/01/2020, British nationals, who do not hold the nationality of another European Union member state, are not eligible for applications at ENISA due to the fact that they do not fulfil the requirements of Article 12.2 of the Conditions of Employment of Other Servants, namely that they do not hold the nationality of an EU Member State.

7 Before appointment, the successful candidate shall be medically examined in line with the requirement of Article 28(e) of the Staff Regulations of Officials of the European Communities.
8 Only diplomas issued by EU Member State authorities and diplomas recognised as equivalent by the relevant EU Member State bodies are accepted. If the main studies took place outside the European Union, the candidate's qualification must have been recognised by a body delegated officially for the purpose by one of the European Union Member States (such as a national Ministry of Education) and a document attesting so must be submitted if you have been invited for an interview. This will enable the selection board to assess accurately the level of the qualifications. Diplomas awarded in the UK until 31/12/2020 are accepted without further recognition.
