UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5.8 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA's services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance, and emergency assistance. UNRWA is the largest UN operation in the Middle East with more than 30,000 staff. UNRWA is funded almost entirely by voluntary contributions. The incumbent reports to Principal of TVET
In accordance with Agency policy and procedures, the incumbent: 1. Develop and implement business entrepreneurship support activities in accordance with project objectives, work plans. 2. Develop and update entrepreneurship training materials and curricula based on labour market needs, beneficiaries’ profiles and capacities. 3. Identifies, mobilizes, screens, and registers eligible beneficiaries in accordance with approved project criteria and procedures. 4.Conduct market assessments, and business opportunity assessments to identify viable income-generating opportunities, market gaps, and potential areas for enterprise development. 5. Deliver entrepreneurship training : supplier linkages, costing and pricing of products and services, marketing strategies, financial literacy, customer relations, market analysis, and competitor assessment to strengthen business viability and growth. 6. Provide individual and group coaching, mentoring, and technical guidance to entrepreneurs on business development and enterprise management, 7. Promote and support innovative entrepreneurial initiatives, with a focus on digitalization, green enterprises, and sustainable business models, by identifying opportunities &providing guidance. 8. Establish and facilitate linkages and partnerships with relevant stakeholders, including government institutions, private sector actors, chambers of commerce, business associations, financial institutions, microfinance providers, SME development organizations& NGOs, to enhance entrepreneurs’ access to financing options. 9. Manage the provision of business toolkits to eligible entrepreneurs, ensuring proper documentation, accountability, and follow-up. 10. Organize and coordinate entrepreneurship events, business forums, networking activities, business competitions, exhibitions, and other initiatives that promote entrepreneurship and enterprise development. 11. Conduct regular field visits and continuous follow-up with beneficiaries to monitor business establishment, implementation of business plans, utilization of support, operational progress, and enterprise sustainability 12. provide feedback, identify challenges, and recommend appropriate support measures or corrective actions , and facilitate additional support or referrals when required. 13. Collect, analyze, and maintain project data; contribute to monitoring, evaluation, reporting, knowledge management, and documentation of lessons learned and best practices, and prepare technical reports, progress reports, case studies, and other project documentation as required. 14. Promote the integration of gender equality, youth empowerment, disability inclusion, environmental sustainability, safeguarding, and protection principles across all business development interventions. 15. Perform any other related duties as assigned by the supervisor.

A university degree from an accredited educational institution in Business Administration, Economics, Project management, Finance, Entrepreneurship or a related field.
Job - Specific Qualification

A “yes” answer doesn’t necessarily lead to exclusion from future work at UNRWA, yet misrepresentation in providing accurate/complete info can lead to disqualification/termination of appointment, if hired.
- A minimum of three (3) years of progressively responsible professional experience in business development, entrepreneurship support, feasibility studies, educational or TVET projects, business training programmes, community-based development projects, small and medium enterprise (SME) development, microfinance, or other related fields.
- Demonstrated experience in designing, developing, and/or delivering entrepreneurship and business development training programmes, and supporting entrepreneurs and small businesses. is required .
- Experience as a trainer and/or facilitator, including the ability to adapt training content to beneficiaries’ profiles, capacities, and labour market needs. Experience in Training of Trainers (ToT) is an asset.
- Experience in providing coaching, mentoring, and advisory services to start-ups and emerging entrepreneurs. is required .
- Desirable Good knowledge of the Syrian business environment, local labour market, entrepreneurship ecosystem, and financial service providers, including microfinance institutions and other relevant financing mechanisms, is required.
English and French are the working languages of the United Nations Secretariat. For this job opening, EnglishandArabic are required. The table below shows the minimum required level for each skill in these languages, according to the UN Language Framework (please consult https://languages.un.org for details).
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
- Contract Type: Daily Paid Assignment for up to three months, with the possibility of further extension, subject to the availability of funds, satisfactory performance, and continuing need. - Grade and Salary: Grade 14 Daily Rate 35.97 $. The salary may be subject to a reduced work schedule. Additional benefits: - 1 day Annual Leave and 1 day of sick leave for each completed month of service. - This vacancy notice is open to internal and external candidates. Only candidates residing in Syria and within commuting distance of the duty station with authorization to work in the duty station at the time of application are eligible to apply. - The Agency will not assume responsibility or accountability to support or facilitate the issuance of work permit in Syria, and without a valid work permit, the appointment may be rescinded.
