The objective of the Programme is to deliver WHO core functions at the country level with particular focus on the organization's directing and coordinating role for international work. Within the framework, activities include support to the Government in formulation, implementation and evaluation of national health policies, strategies and plans, and development and management of WHO's technical cooperation programmes at the country level in close cooperation and coordination between WHO and the government, UN agencies and other external partners. The immediate unit objective is to ensure effective planning and implementation of WHO's collaborative programmes in Bhutan within the framework of the regional programme and facilitate programme delivery by providing timely administrative services to programme delivery, collaborators, staff and consultants in all aspects of administrative and financial operations including budget and finance, human resources, Fellowships, procurement, travel, ticketing and transportation, logistics, building management safety and security of staff , information technology including GSM operations, telecommunications, publication, dissemination, media, protocol, and public relations. Further to provide accurate guidance, information and practices which lead to full compliance and accountability with the organization's established rules and regulations.
DESCRIPTION OF DUTIES
Under the direct supervision of the WHO Representative, the incumbent will perform all or part of the following, and other related responsibilities as required by the needs of the office: -
Provide information on all aspects of WHO country office operations
including interpreting policies, systems and procedures, to the head of the WHO office and other staff at the WHO country office, field offices and projects.
Supervise operations' staff and teams in delivering the full range of services in budget and finance, human resources, procurement, information and communication technology, security and staff safety, and general administration, incompliance with organizational policies, regulations, and procedures.
Provide appropriate solutions, grounded in policy compliance and geared towards responsiveness to business needs.
Assist in reviewing, coordinating and assessing the biennial work plans of the division/ unit including the human resources plans.
Provide analytical inputs for financial monitoring and monitoring of programme implementation, recommending ways to accelerate implementation.
Provide information and advice on financial policies and procedures applicable to the office in conformity with WHO established procedures.
Planning and management of workplans, budget and systems and processed for monitoring and reporting results.
REQUIRED QUALIFICATIONS
Essential: A university degree (bachelor's)in a relevant field (such as finance, management, accountancy, economics or business administration).
Desirable: Training in business administration or programme management.
Essential: A minimum of two years of relevant experience (administrative and managerial service provision, in compliance with related rules and procedures).
Desirable: Previous work experience in WHO or other United Nations agency, preferably in General Service/ National Professional Officer category.
Administrative, financial, and management principles, procedures, and policies of large public-sector organizations.- The principles and practices of administration, programme, and project management.- Quality assurance and compliance monitoring- Implementation of financial budgetary principles- Analysis of financial and administrative data- Ability to engage with government, UN agencies and other development partners- Ability to maintain excellent interpersonal working relations- Ability to work with competing priorities under pressure

Remuneration comprises an annual base salary starting at BTN 1,367,021 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
