## ASSISTANT LEGAL OFFICER (TJO), Geneva, Switzerland - Organization:OHCHR - Office of the High Commissioner for Human Rights - Office:OHCHR Geneva, Switzerland Organizational Setting and Reporting This position is located in the Programme Support and Management Services (PSMS) in the Office of the High Commissioner for Human Rights (OHCHR) in Geneva, Switzerland. The incumbent reports to the P-4 Legal Officer. Within delegated authority and depending on location, the Assistant Legal Officer may be responsible for the following duties: - Conducts legal research on assigned issues using multiple research sources; compiles and analyzes relevant information,prepares summaries and draft findings for internal review. - Assists Legal Officers in the review of legal documents, instruments, or other material; identifies relevant legal issues, similarities and inconsistencies, etc for consideration by Legal Officers. - Assists in the preparation of drafts of background papers, studies, reports, etc. - Assists in the preparation of legal analyses and memoranda on a wide range of issues and decisions involving, inter alia, issues relating to Staff Regulations and Rules, administrative issuances and applicable jurisprudence of the United Nations internal justice system. - Assists in the review and organization of factual and legal information relevant to cases and matters under consideration, including supporting the examination of evidentiary materials, as required - Assists in the preparation of administrative correspondence, case summaries and procedural documentation.. - Assists in providing legal advice and support on human resources matters and assists in reviewing administrative decisions and related documentation. - Assists in the review of administrative actions for compliance with applicable policies, rules and procedures. - Contributes to the collection and analysis of data and information, assists in identifying trends or patterns and prepares graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting. - Performs other duties as assigned. - PROFESSIONALISM: Knowledge of, and ability to apply, legal principles, concepts and procedures and terminology for review, examination, and processing of a range of legal documents. Knowledge of various legal research sources, including electronic, and ability to conduct research and analyze information on a wide range of legal issues. Ability to interpret and apply legislative instruments, develop and present results, recommendations, and opinions clearly and concisely. Ability to draft legal papers and work under pressure. Ability to apply good legal judgment in the context of assignments given. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Able to analyze and interpret data in support of decision-making and convey resulting information to management. - PLANNING & ORGANIZING: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently. - ACCOUNTABILITY: Takes ownership of all responsibilities and honours commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable. Advanced university degree (Master's degree or equivalent) in international law or a related field is required. A first-level university degree (Bachelor's degree or equivalent) in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. Job - Specific Qualification Applicants to positions at this level who have an advanced university degree in a relevant field of study are not required to have professional work experience. For applicants who have a first level university degree, two additional years of qualifying work experience is required. Experience, at an international levelin administrative and/or employment and labour law in the United Nations or other similar international organization is desirable. Experience in handling conduct and discipline matters in an international organization is desirable. Experience with providing advice on human resources matters is desirable. Experience with staff regulations and rules, policies and operations of the United Nations or other similar international organization is desirable. English and French are the working languages of the United Nations Secretariat. For this job opening, EnglishandFrench are required. The table below shows the minimum required level for each skill in these languages, according to the UN Language Framework (please consult https://languages.un.org for details). Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview. THIS POSITION IS TEMPORARILY AVAILABLE UNTIL 31 DECEMBER 2026 – WITH POSSIBILITY OF EXTENSION - SUBJECT TO AVAILABILITY OF FUNDS. - A current staff member who holds a fixed-term, permanent or continuing appointment may apply for temporary positions no more than one level above his or her current grade. - However, a current staff member who holds an appointment at the G-6 or G-7 level may also apply to temporary positions in the Professional category up to and including the P-3 level, subject to meeting all eligibility and other requirements for the position. - A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject to section 5.7 and staff rule 4.16 (b) (ii). Therefore, a staff member holding a temporary appointment in the General Service or related categories may only apply to positions within those categories. For full information on eligibility requirements, please refer to section 5 of ST/AI/2010/4Rev.1 on Temporary Appointments. - If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment. - While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. - Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station. - This temporary job opening may be limited to "internal candidates," who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15. - Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply.
