Organizational Setting and Reporting
UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5.8 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA's services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance, and emergency assistance. UNRWA is the largest UN operation in the Middle East with more than 30,000 staff. UNRWA is funded almost entirely by voluntary contributions. Supervisor: The incumbent of this post directly reports to the Senior Human Resources Officer (Services), A17. Supervisees: The incumbent of this post provides direct supervision to a number of professional and/or general services staff members and/or other personnel.
The incumbent is responsible for all or some of the following responsibilities as assigned: 1. Manages the services and activities for the assigned portfolio, provides supervision, coaching, guidance and technical training to the staff assigned and allocates work as appropriate. 2. Supervises the various functions for the assigned portfolio including, but not limited to, the appointment records of new staff, including, temporary assistants, and other temporary staff such as casual laborers, Limited Duration Contracts and Individual Service Providers (ISPs), all types of leaves, dependency and other allowances, staff retirements and separations, ensures compliance with the Agency’s rules, regulations, policies and directives. 3. Oversees operations of the Group Medical Insurance (GMI), as applicable. 4. Checks and signs, as authorized, Personnel Action Forms, other forms, documents and correspondence related to the entitlements and/or movements and records; reviews and approves the transactions on the Human Resources Management (HRM) as related to entitlements and/or movements and records including payroll elements separation benefits, provident fund and GMI as applicable. 5. Manages the preparation of statistical and other HR reports related to the functions for the assigned portfolio. 6. Relieves the other HR Officer in the Human Resources Services Division, as applicable, during his/her absence. 7. Performs other duties as may be assigned by the supervisor.

A university degree from an accredited educational institution in human resource management, business, or public administration.
Job - Specific Qualification

The appointment against this position is limited to the UNRWA - Human Resources - West Bank. Type of Contract: Fixed Term Appointment. Contract Type: Fixed Term Appointment for 1 year; including 1 year probation period, with the possibility of further extension, subject to the availability of funds, satisfactory performance, and continuing need. Grade and Salary: Grade15 Monthly basic salary USD 1,592.60 payable in JD at UN monthly exchange rate. (The salary may be subject to a reduced work schedule.) Other benefits:
- The Jerusalem Allowance will be paid subject to eligibility criteria. The agency reserves the right to modify, suspend, or discontinue this benefit.
- UNRWA reserves the right to update/review benefits subject to applicable rules, regulations, and funding availability. Jerusalem allowance payable in JD at UNRWA rate: a. The amount of this Allowance shall be NIS 2000 per month for each eligible Area staff holding Jerusalem ID and working in any of UNRWA installations in West Bank Field; or b. NIS 1000 per month for each eligible Area staff working in any of UNRWA installations in East Jerusalem and not holding Jerusalem ID. Other benefits include monthly Provident Fund contribution (15.4% of basic salary paid by the Agency), compulsory medical insurance, 30 days of annual leave, and dependency allowance (if applicable). Additional benefits:- 2 days of sick leave for each completed month of service.- 14 weeks of Maternity Leave.- 2 weeks paternity leave.
