## UN Women: Two National Experts for drafting a Narrative Report for the Gender Equality Index in North Macedonia, Skopje, North Macedonia, National Consultancy, Skopje, North Macedonia - Organization:UN Women - United Nations Entity for Gender Equality and the Empowerment of Women - Country:North Macedonia - Office:UN Women Skopje, MK UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors. UN Women Office in the Republic of North Macedonia in line with its priorities set in the UN Women strategic plan and in the UN Sustainable Development Cooperation Framework, supports the country on the normative commitments and is working in three thematic areas - governance and national planning, ending violence against women, and women's economic empowerment. In fulfilling its mandate, UN Women is cooperating with UN, the government, CSOs and the private sector to advocate for women's empowerment and advancement of gender equality. UN Women Office in the country is implementing the project “Promoting Gender Responsive Policies and Budgets: Towards Transparent, Inclusive and Accountable Governance in Republic of North of Macedonia - phase 2” funded by Switzerland and the programme “Promoting Gender Responsive Governance in North Macedonia” funded by Sweden. Both initiatives are aimed towards more accountable, transparent and inclusive governance, which would improve the lives of women and girls and advance gender equality in North Macedonia. To support the Ministry of Social Policy, Demography and Youth, as well as the State Statistical Office in the development of the Gender Equality Index, UN Women is seeking expert support to contribute to the Narrative Report for the Gender Equality Index in North Macedonia, as part of project implementation and support to the Ministry. The assignment comprises developing of a partial index or dashboard in 2026 and complete Gender Equality Index in 2027. The national consultants will be expected to complete the below tasks within the indicative timeframe: Tasks - The consultants will develop a work plan for the assignment with tentative schedule of consultative meetings with key stakeholders - First draft of the GE Index dashboard 2026 (in Macedonian language) - First draft of GE Index dashboard 2026 - Validation of the GE Index dashboard 2026 with key stakeholders and drafting of the final report (in Macedonian language) - Final version of the GE Index dashboard 2026 - Preparation of presentation with key points and messages (Macedonian and English) - Presentation (power point) - First draft of the narrative GE Index 2027 report (in Macedonian language) - First draft of narrative GE Index report - Validation of the report with key stakeholders and drafting of the final 2027 report (in Macedonian language) - Final version of the GE Index report - Preparation of presentation with key points and messages (Macedonian and English) - Presentation (power point) - Final report on the assignments to UN Women (English) - Final individual report 20 working days per consultant Description of Responsibilities /Scope of WorkThe main objective of the assignment is to create the narrative report for the country Gender Equality Index, based on the data provided by the SSO, as well as to develop short explanatory note/guidance for the development of the narrative report for each of the domains. In line with the EIGE methodology, the SSO has calculated the scores of the Gender Equality Index, covering six domains: knowledge, work, money, health, time, power, and two satellite domains: violence and intersecting inequalities. The report will be used to provide contextual understanding of the results of the Gender Equality Index. The assignment is requested for developing partial index or dashboard in 2026 and complete Gender Equality Index in 2027. Working in close coordination with the MSPDY/DEO, the SSO and UN Women team and under direct supervision of the UN Women Programme Analyst, the national experts will have the following tasks and responsibilities: - Conduct consultations with relevant departments and officials at the MSPDY and the SSO, including other stakeholders, if necessary. - Gather and classify the available information necessary for drafting the report contextualizing results of the GE Index dashboard 2026 and the national Gender Equality Index 2027. - Use the methodology of the European Institute for Gender Equality for drafting the reports. - Use the data, calculations and information that the State Statistical Office has gathered to prepare the reports. - Prepare a draft version of the Reports and later incorporate suggestions provided by relevant stakeholders for the purpose of finalizing the report. - Prepare presentation of the key points of the Reports for the public presentation of the report. - Participate in the public presentation of the results of the Gender Equality Index. - Prepare explanatory note with instructions for the interpretation/analysis of gender data and preparation of narrative report for each of the domains. - Submit final report to UN Women for the assignment. ReportingUnder the overall supervision of the Programme Analyst at the UN Women Office in the country, the National Consultants will develop and deliver the above listed deliverables, along with a timesheet, report, and other relevant materials. All deliverables of an acceptable standard and quality should be submitted to UN Women and in languages as specified above. Consultants' Workplace and Official TravelThis is a home-based consultancy. The assignment requires intermittent presence on UN Women premises for coordinative purposes. As part of this assignment, there may be expected in-country travels outside the capital Skopje, for which UN Women will cover the transportation and DSA. - Respect for Diversity. - Awareness and Sensitivity Regarding Gender Issues; - Creative Problem Solving; - Effective Communication; - Inclusive Collaboration; - Stakeholder Engagement; Please visit this link for more information on UN Women's Values and Competencies Framework: Functional Competencies: - Knowledge Management and Learning - Leadership and Self-Management - Judgement/Decision-making Required Qualifications Education and Certification: - Master's degree or equivalent in statistics, public policy, finance, gender studies, or a related field is required. - A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. - A minimum of 5 years of demonstrated professional experience in gender equality with focus on gender statistics and/or public policy and budget monitoring. - Previous experience in developing indices and statistic documents on gender equality and gender mainstreaming in socio-economic empowerment of women. - Experience and knowledge on national gender and statistic policies in the Republic of North Macedonia. - Knowledge on results-based management and strategic planning is a strong asset. - Previous experience working with international organizations would be considered as an asset. - Fluency in Macedonian and English is required. - Knowledge of Albanian is an asset.
