You, as a Health Specialist, report to the Health Manager (Level 4) for guidance and general supervision. You provide technical leadership for UNICEF's upstream health policy, planning and systems-strengthening work; manage assigned grants and resources; and provide field-level technical support to achieve equitable and sustainable results for children and women. You translate evidence into costed policies, strategies and implementation frameworks; strengthen programme quality and accountability; produce timely results and donor reporting; and coordinate effectively with government, partners, donors and UNICEF teams. The indicative allocation of your effort is: upstream work 40 per cent, grant management 20 per cent, field technical support 20 per cent, reporting 10 per cent, and internal and external coordination 10 per cent. Minimum requirements: - Education: An advanced university degree in public health, health policy, health economics or financing, health systems or management, epidemiology, global/international health, maternal and child health, health research, biostatistics, social or behavioural sciences related to health, or another relevant technical field is required. - Work Experience: A minimum of five years of professional experience in public health programme planning and management, health systems strengthening, health policy or primary health care is required. Demonstrated experience supporting government-led policy dialogue, strategy development, costed operational planning and/or health financing work is required. - Language Requirements: Fluency in English and Arabic is required. - Knowledge of another official UN language (Chinese, French, Russian or Spanish) or a local language is an asset. - Experience in grant and budget management, donor compliance and results-based management, together with field-level technical support in a complex or humanitarian setting, is highly desirable. - Experience working in a developing-country context is an asset. - Relevant experience in a UN system agency or organization is also an asset. - Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
