## Health Sector Specialist - based in Luxembourg - Organization:European Investment Bank - Office:EIB Group HQ Luxembourg European Investment Bank This position is based at our Luxembourg headquarters and requires regular office presence. The EIB, the European Union's bank is seeking to recruit for its Projects Directorate (PJ) - Innovation and Competitiveness Department (INCO) - Life Sciences and Health Division (LSH) at its headquarters in Luxembourg, aHealth Sector Specialist*. *internal benchmark: Sector Economist/Engineer This is a full-time position at grade 5 for which the EIB offers a two-year contract. Panel interviews are anticipated for second half of September 2026. TheProject Directorate's(PJ) mission is to provide independent advice to the EIB's decision makers on the sector policy to be followed and on the quality of investment projects to be financed, advising promoters on the design, preparation and implementation of their projects as well as monitoring the implementation of the ongoing investment projects. To accomplish its role, PJ is mainly staffed with sector experts (Engineers, Economists, Environmental, Climate and Social experts, Procurement experts), who work together in multi-disciplinary project teams, and in a close contact with the other EIB operational services. TheLife Sciences and Health Division(LSH), part of theInnovation and Competitiveness Department(INCO) of PJ covers the health sector, pharmaceuticals, diagnostics, medical device technology and the wider life sciences industries. This Division supports and actively contributes to the Bank's strategy with respect to its lending program on Innovation, Digitalization and Human Capital, in line with the relevant strategic priorities of the EIB ( Climate action and environmental sustainability , Digitalisation and technological innovation , Security and defence , A modern cohesion policy , Social infrastructure , High-impact global investment ). The successful candidate will focus in particular on health sector projects, predominantly (but not exclusively) being implemented across the EU territory. TheHealth Specialistassesses, within multi-disciplinary teams, the technical and economic viability as well as procurement standards and environmental, climate and social sustainability of investment projects related to theHealth Sector, in all countries where the Bank operates. These activities are performed in the context of the EIB's due diligence process, which involves, among other activities, thereview of the technical documentationreceived from the promoter, thepreparation of an appraisal reportsummarizing the findings as well as other relevant documents for the internal processing of the operation, using a risk-based approach. Upon approval of these projects, s/he also has an active role in theimplementation supportandmonitoringof a project until its completion. S/he would also contribute tosectoral studies, policies review and other transversal activitiesin her/his field of expertise, in relation to relevant sector related aspects. TheHealth Specialistalso contributes to or coordinatesTechnical Assistance assignmentsin his/ her area of expertise for projects approved, or to be approved within the division/ department. You will be required to travel to project locations within and outside of the EU (normally short trips of 2-4 days, depending on the project location). - As a Health Specialist, you'll be at the heart of a dynamic team driving forward strategic health initiatives.
