## Monitoring & Evaluation Officer - Programme Support Office, Damascus, Syria - Organization:UNRWA - United Nations Relief and Works Agency for Palestine Refugees in the Near East - Office:UNRWA Damascus Organizational Setting and Reporting UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5.8 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA's services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance, and emergency assistance. UNRWA is the largest UN operation in the Middle East with more than 30,000 staff. UNRWA is funded almost entirely by voluntary contributions. The incumbent reports to Field Programme Support Officer (P4) Title of Supervisees: Monitoring and Evaluation Assistant (Grade 10) In accordance with Agency policy and procedures, the incumbent: 1- Ensures a systematic and integrated approach to implementing evidence-based programming to improve the quality and outcomes of programmes and the projects implemented by the programmes. 2- Provides technical guidance and support across the UNRWA Syria Field Office (SFO) to strengthen monitoring and evaluation frameworks, processes, and practices, ensuring improved data collection, analysis, and reporting to support evidence-based decision-making 3- Collaborates within the Programme Support Office to design, implement, and analyze research initiatives, including third-party monitoring and both centralized and decentralized evaluations across the SFO. 4- Develops and monitors dashboards to track outcome-based indicators, and evaluates results and impacts of all programmes across SFO. 5- Conceptualises, designs and develops high-quality data- driven materials for SFO, including factsheets, operation maps, research publications, reports and presentations to support communication, reporting, and decision-making processes. 6- Designs, develops and implements a data management system, establishing streamlined processes for data collection, cleaning, validation, and verification to ensure accuracy and reliability 7- Promotes constructive feedback and shares lessons learned across relevant teams to enhance program effectiveness and continuous improvement 8- Supervises and supports the Monitoring and Evaluation Assistant in his/her tasks. 9- Performs other duties as may be assigned by the supervisor. A university degree from an accredited educational institution in economics, social science, information management, statistics or related field. A “yes” answer doesn’t necessarily lead to exclusion from future work at UNRWA, yet misrepresentation in providing accurate/complete info can lead to disqualification/termination of appointment, if hired. * A minimum of five years of relevant experience in designing and implementing monitoring, evaluation, and research initiatives within international organizations or UN agencies. * Demonstrated expertise in developing data collection and analysis tools, as well as producing high-quality informational materials and reports. is required . English and French are the working languages of the United Nations Secretariat. For this job opening, EnglishandArabic are required. Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview. The appointment against this position is limited to the UNRWA - other. - Contract Type: Limited Duration Contract for 6 months renewable appointment subject to funding availability, satisfactory performance and continuing need. - Grade: Band F. Monthly basic salary: 896.20 USD. The salary may be subject to a reduced work schedule. Other benefits include: - Dependency allowances (if applicable). - 30 days of Annual leave pro-rated to the duration of the contract where less than one year.
