BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The World Food Programme (WFP) is the leading humanitarian organization saving lives and changing lives through food assistance, resilience-building, and systems strengthening. In complex and fragile settings like Yemen, WFP is strictly committed to ensuring that its life-saving safety nets are people-centered, inclusive, safe, and deeply accountable to the diverse populations it serves. This includes ensuring that the specific needs, vulnerabilities, and capabilities of women, men, girls, boys, older persons, persons with disabilities, and other groups at risk of exclusion are systematically integrated into all programmatic interventions.
In line with WFP's global Protection and Accountability Policy, Gender Policy, Community Engagement Strategy for Accountability to Affected Populations (AAP), Disability Inclusion Roadmap, and corporate commitments on the Prevention of Sexual Exploitation and Abuse (PSEA), the Yemen Country Office seeks to recruit a National Programme Policy Officer. Operating within a highly volatile and politically fragmented landscape, the incumbent will provide technical, operational, and coordination support to cross-functional teams and field offices to ensure that all humanitarian, resilience, and livelihoods operations promote equitable participation, safe access, meaningful inclusion, and robust accountability channels.
To drive the technical design, operational mainstreaming, and compliance monitoring of Gender, Protection, Inclusion, and AAP priorities across the entire project lifecycle in the Yemen country office. The incumbent will serve as the primary operational resource person for the Framework for Accountability for Results (FAR), act as a key Country Office focal point for PSEA safeguarding compliance, and coordinate closely with internal units, UN sister agencies, and civil society partners to transform cross-cutting gender and risk analyses into actionable field guidance.
KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
Under the direct supervision of the Head of Programme, the National Programme Policy Officer (NOA) will execute the following core accountabilities:1. Technical Mainstreaming & Operational Design
- End-to-End Integration: Lead the operational integration of gender equality, protection mainstreaming, disability inclusion, AAP, and safeguarding measures across all phases of WFP Yemen's program cycle—encompassing assessment, design, implementation, monitoring, and learning.
- Equitable Program Delivery: Provide actionable technical guidance to ensure that emergencies, nutrition, and livelihood interventions actively promote women's leadership, economic empowerment, safe digital/financial inclusion, and targeted access for marginalized groups.
- Strategic Framework Execution: Manage the implementation, action planning, and tracking of the Framework for Accountability for Results (FAR), utilizing its benchmarks to systematically strengthen and report on people-centered programming achievements.
2. Risk Management & Safeguarding Control (PSEA Focal Point)
- Cross-Cutting Risk Analysis: Systematically identify, assess, and monitor protection and inclusion risks, including exclusion errors, gender-based violence (GBV), child protection issues, retail-level harassment, and retaliation threats linked directly to WFP distribution processes.
- PSEA Governance: Serve as a primary Country Office Focal Point for the Prevention of Sexual Exploitation and Abuse (PSEA). Oversee localized risk mapping, implement mandatory awareness-raising campaigns, audit partner compliance capacity, and maintain verified, functional survivor-centered referral pathways.
- Contextual Analysis Application: Coordinate with technical teams to apply field-level mitigation measures derived from the Integrated Cross-Cutting Context Analysis (ICARA) and other protection assessments to improve program safety and targeting accuracy.
3. Capacity Strengthening & Guidance Development
- SOP & Guidance Formulation: Design, author, and review context-specific standard operating procedures (SOPs), technical tools, training modules, and donor deliverables related to gender, protection, disability inclusion, and safeguarding.
- Institutional Capacity Building: Plan and deliver targeted capacity-strengthening workshops and on-the-job coaching for WFP personnel, cooperating partners (CPs), financial service providers, and local community structures on protection minimum standards and safe feedback mechanisms.
4. Data Integration & Field Verification
- Assessment Collaboration: Partner with the Research, Assessment, and Monitoring (RAM) unit to seamlessly weave gender, protection, and inclusion indicators directly into household vulnerability profiles, food security monitoring, and retargeting data registries.
- Field Assurance Monitoring: Conduct routine field verification and compliance missions to assess distribution site quality, physical and digital accessibility for persons with disabilities, gender segregation infrastructure, and accountability mechanisms.
5. Strategic Partnerships & Sector Coordination
- Stakeholder Engagement: Cultivate and manage working-level relations with government ministries (such as MoPHP and MOSAL), local governance bodies, civil society, Women-Led Organizations (WLOs), and Organizations of Persons with Disabilities (OPDs) to foster national ownership of inclusive programming.
