The Democratic Republic of the Congo (DRC) is responding to its 17th Ebola Virus Disease (EVD) outbreak, confirmed in May 2026 and affecting Ituri, North Kivu, and South Kivu provinces. The situation remains complex and evolving, with transmission occurring in both community and health-care settings. Response efforts are led by national authorities in a context shaped by health system limitations, logistical constraints, insecurity, displacement, and diverse community perceptions influencing health-seeking behaviors. UNICEF supports the Government through a multi-sectoral approach, focusing on community engagement, surveillance, infection prevention, and the continuity of essential services for vulnerable populations. This context requires strong coordination, adaptability, and cultural sensitivity to support effective and equitable response efforts, particularly for children and at-risk communities. How can you make a difference? The Ebola virus disease (EVD) response in the Democratic Republic of the Congo continues to face sustained community transmission, insufficiently documented transmission chains and operational gaps in community-based surveillance, alert investigation, contact follow-up, isolation, community engagement and continuity of essential services. Field observations also point to coordination challenges and delays in translating strategic guidance into action at health-zone and health-area levels. The response also requires more systematic integration of vaccination, information management, prevention of sexual exploitation and abuse (PSEA), child protection and staff safety into operational planning and monitoring. Under the strategic leadership of the Chief of Health and the direct supervision of the Senior Project Coordinator, the Health Manager (Emergency - Ebola Response), P-4 will provide high-level technical and operational support to improve the quality, timeliness, convergence and accountability of UNICEF-supported interventions, with a strong presence in outbreak hotspots. Minimum requirements: - Education:An advanced university degree (Master's degree or higher) in medicine, complemented by postgraduate training in public health, epidemiology, infectious-disease control, tropical medicine or another relevant field. - Work Experience:At least eight (8) years of relevant professional experience in the planning, management and implementation of public-health emergency programmes at national and international levels. Demonstrated experience in outbreak response, including surveillance, alert investigation, contact follow-up, coordination and programme monitoring. Demonstrated ability to analyse epidemiological and operational data, formulate decision-oriented recommendations and communicate with technical, government and donor audiences. - Skills: Data Analysis, Epidemiology, Decision Making, strategic Communication, technical Reporting, Stakeholder Management. - Language Requirements:Fluency in French and English is required. - Language: Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or Knowledge of Swahili or another language relevant to eastern DRC is an asset - Operational experience responding to Ebola or another viral haemorrhagic fever is strongly desired. - Experience in a complex, fragile or conflict-affected humanitarian setting, as well as within UNICEF, a United Nations agency, WHO, Africa CDC or an international public-health emergency response organization, is an asset. - Experience with outbreak vaccination, cold-chain management and/or continuity of essential services is an asset. - Training in field epidemiology is an asset. - Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
