Job Description

## FINANCE AND BUDGET ASSISTANT, Gebze, Türkiye - Organization:Technology Bank for the Least Developed Countries (TBLDC) - Office:Technology Bank for the Least Developed Countries in Gebze Organizational Setting and Reporting Organizational Setting and Reporting Relationships: The United Nations General Assembly resolution 71/251 established the Technology Bank for the Least Developed Countries and adopted its Charter on 23 December 2016. The incumbent will report to the Administrative Officer. The objectives of the Technology Bank are: (a) To strengthen the science, technology and innovation capacity of least developed countries, including the capacity to identify, absorb, develop, integrate and scale up the deployment of technologies and innovations, including indigenous ones, as well as the capacity to address and manage intellectual property rights issues; (b) To promote the development and implementation of national and regional science, technology and innovation strategies; (c) To strengthen partnerships among science, technology and innovation-related public entities and with the private sector; (d) To promote cooperation among all stakeholders involved in science, technology and innovation, including researchers, research institutions and public and private sector entities, within and between least developed countries, as well as with their counterparts in other countries; (e) To promote and facilitate the identification and utilization of and access to appropriate technologies by the least developed countries, as well as their transfer to the least developed countries, while respecting intellectual property rights and fostering the national and regional capacity of the least developed countries for the effective utilization of technology in order to bring about transformative change. For more information, please see https://www.un.org/technologybank/ This position is located in the UN Technology Bank for the Least Developed Countries whose office is based in Gebze, Türkiye. Within the delegated authority and under the supervision of the Administrative Officer, the Finance and Budget Assistant will be responsible for the following duties: Budget: - Provides support with respect to the review, analyses and preparation of the medium-term plan and its revisions. - Prepares supporting documents (narrative and supporting tables) with respect to finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements. - Assists managers in the elaboration of resource requirements for budget submissions. - Undertakes research and provides support to higher level Officers with respect to budget reviews of relevant intergovernmental and expert bodies. - Monitors expenditures and compares with approved budget; prepares adjustments as necessary. - Reviews requisitions created by other units for goods and services to ensure (a) correct objects of expenditure have been charged, and (b) availability of funds. - Assists in preparation of budget performance submissions and finalization of budget performance reports, analysing variances between approved budgets and actual expenditures. - Monitors integrity of various financial databases. - Verifies accuracy of input data, ensuring consistency of data in previous allotments to new allotments issued. - Co-ordinates with other finance and budget staff on related issues during preparation of budget reports. Claims: - Reviews, analyses and prepares payments to third-parties, commercial entities, with respect to settlement of certified death and disability, contingent-owned equipment, stores, pay and allowances, and letters of assist claims. - Prepares payment requests and submits to the UNOG Payables Team. General: - Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures. - Drafts or prepares correspondence to respond to enquiries in respect to relevant financial and budget matters. - Maintain and keep up-to-date files. - Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. - Performs other related duties, as assigned. Professionalism: Knowledge of, and ability to apply financial rules, regulations and procedures in the UN environment. Knowledge, skills and ability to extract, interpret, analyse and format data across the full range of finance and budget functions, including programme development and database management and payment claims. Ability to identify and resolve data discrepancies and operational problems. Able to perform analysis, modeling and interpretation of data in support of decision-making. High school diploma or equivalent is required. Job - Specific Qualification At least seven (7) years of experience in finance, budget, accounting, administrative services or related area is required. The minimum year of relevant experience is reduced to five (5) years for candidates who possess a first-level university degree or higher. Experience in the operating procedures of the United Nations or a similar international organization, including financial and procurement rules, is desirable. Experience as a user of an Enterprise Resource Planning system (ERP), or similar system, is desirable. Experience in managing extra budgetary resources is desirable. Experience in preparation of documents/reports related to work programme and programme budget is desirable At least one (1) year or more of experience in data analytics or related areas is desirable. English and French are the working languages of the United Nations Secretariat. For this job opening, English is required. Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
