Organizational Setting and Reporting
This temporary position is located in the Investigations Division (ID) of the Office of Internal Oversight Services (OIOS) in Nairobi. The Investigator will report to the Chief of Section in Nairobi. The Investigator may be required to travel to remote locations, at times for extended periods, to conduct investigations and provide support as required. OIOS is the internal oversight body of the United Nations and assists the Secretary-General in fulfilling his oversight responsibilities in respect of the resources and staff of the Organization through the provision of audit, investigation, and inspection and evaluation services. ID/OIOS investigates reports of possible violations of rules, regulations, mismanagement, misconduct, waste of resources and abuse of authority.
The Investigator will be responsible for the following duties:
- Plan, organize and conduct investigations of alleged misconduct, malfeasance, mismanagement, fraud, corruption, waste of resources, or alleged violations of United Nations Regulations and Rules and pertinent administrative issuances, including cases of Sexual Exploitation and Abuse (SEA) and Sexual Harassment.
- Establish facts, determine findings and formulate recommendations for corrective measures and related disciplinary and jurisdictional actions.
- Draft reports and communications and assist with the review of those drafted by others.
- Perform legal research and analysis of evidentiary material gathered for ID/OIOS reports.
- Maintain and update ID/OIOS' guidance material based on applicable best practices and legal developments.
- Review policy decisions, monitor their implementation and analyse their legal implications.
- Advise on operational implications of United Nations jurisprudence and General Assembly resolutions.
- Assist in promoting close cooperation with other Divisions within OIOS and relevant offices and departments within the Secretariat and Field Missions.
- Participate in briefing and planning conferences with investigations staff and/or members of ID/OIOS.
- Support Intake services, which includes responsibility for the ID/OIOS hotline and initiation of new matters, analyzing jurisdictional authority, undertaking preliminary assessments, recommending disposition of matters, and corresponding and engaging with other offices relating to misconduct allegations implicating United Nations Peacekeepers;
- Support a centralized ID/OIOS Referral service, which includes, drafting correspondence and compiling supporting documentation for the referral of a matter to the relevant entity, assessment of proxy investigations, responding to requests regarding a referral matter, and ensuring appropriate follow-up with relevant entity on referral outcome;
- Perform administrative functions pertaining to the implementation of policies and procedures.
- Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.

Advanced university degree (Master's degree or equivalent) in law or a related field is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.
Job - Specific Qualification
A minimum of five years of full-time progressively responsible experience in investigatory work is required. Experience in gathering evidence and its analysis and presentation is required. Experience with international investigation activities is required. Experience with an international or multilateral public institution is desirable. Two years or more of experience in data analytics or related area is desirable.
English and French are the working languages of the United Nations Secretariat. For this job opening, English is required. French is desirable. Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
This temporary position is financed by the Support Account for Peacekeeping Operations and is available until 30 June 2027, with the possibility of extension. The appointment, or assignment, and renewal thereof are subject to the availability of the post or funds, budgetary approval, or extension of the mandate. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment. While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station. This temporary job opening may be limited to "internal candidates", who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15. Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply.
