Job Description

## Data Specialist (Data Analysis), Geneva, Switzerland - Organization:OHCHR - Office of the High Commissioner for Human Rights - Office:OHCHR Geneva, Switzerland Organizational Setting and Reporting This position for Data Specialist (Data Analysis) is located in the Office of the United Nations High Commissioner for Human Rights (OHCHR), Innovation & Analytics Hub (IAH) in Geneva, Switzerland. IAH is responsible for leading office-wide digital transformation strategy and supporting OHCHR in Data & Analytics, Human Rights Statistics, Foresight enabled Early Warning & Prevention and Applied Innovative Technology. The incumbent reports to the Coordinator of the Human Rights Statistics Unit, under the overall supervision of the Chief of IAH. Within delegated authority, the Data Specialist (Data Analysis) will be responsible for the following duties: - Develop and implement databases, data collection systems, data analytics and other strategies that optimize statistical efficiency and quality. - Identify, analyse, and interpret trends or patterns, using statistical methods to identify relevant features and variables in structured and unstructured sources of information and data. - Develop and implement various analysis, reporting and quality control capabilities; identify appropriate data sources for analytics projects; locate and define new data analysis process improvement opportunities. - Develop reports, dashboards or other tools to effectively summarize findings and convey information to management. - Document requirements, background information and methodology and establish documentation practices and standards for other staff to follow. - Establish communication and cooperation with other parts of the organization to request data and express data needs. - Keep abreast of the current and emerging trends and developments in data analytics best practices, technologies and tools, and update management with findings and suggestions. - Deliver trainings and workshops on data analytics tailored to different audiences as appropriate. PROFESSIONALISM: Knowledge of foundational concepts in data manipulation and data analysis such as data structures, statistical methods, etc.; Knowledge of data life cycle including data collection, data wrangling, analysis, visualization, deployment, monitoring, and reporting; Knowledge in database management to extract, transform, and load data from various sources; Skills in relational databases (SQL) and programming languages (Python, R); Skills in developing and executing technical training programs and curricula for different levels and target audience using various methods and techniques; Ability to work collaboratively; Ability to perform quality assurance of data analysis outputs; Skills to communicate complex and technical matters to diverse audiences. Allocates appropriate amount of time and resources for completing work. Foresees risks and allows for contingencies when planning. Monitors and adjusts plans and actions as necessary. Uses time efficiently. An advanced university degree (Master's degree or equivalent) in computer science, data science, analytics, statistics, applied mathematics, information management, data management, information systems, information science or a related quantitative field. A first-level university degree (Bachelor’s degree or equivalent) in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Job - Specific Qualification A minimum of five years of progressively responsible experience in Data Analysis, Data Engineering or Data Science, is required. Knowledge of foundational concepts in data manipulation and data analysis such as data structures, statistical methods, etc. is required. Knowledge of data life cycle including data collection, data wrangling, analysis, visualization, deployment, monitoring, and reporting is required. Knowledge in database management to extract, transform, and load data from various sources is required. Skills in developing and executing technical training programs and curricula for different levels and target audience using various methods and techniques is desirable. Skills in relational databases (SQL) and programming languages (Python, R) is desirable. Skills to communicate complex and technical matters to diverse audiences is desirable. Ability to perform quality assurance of data analysis outputs is desirable. Ability to work collaboratively is desirable. English and French are the working languages of the United Nations Secretariat. For this job opening, English is required. French is desirable. The table below shows the minimum required level for each skill in these languages, according to the UN Language Framework (please consult https://languages.un.org for details). Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview. THIS POSITION IS TEMPORARILY AVAILABLE FOR SIX MONTHS, SUBJECT TO AVAILABILITY OF FUNDS. While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. A current staff member who holds a fixed-term, permanent or continuing appointment may apply for temporary positions no more than one level above his or her current grade. However, a current staff member who holds an appointment at the G-6 or G-7 level may also apply to temporary positions in the Professional category up to and including the P-3 level, subject to meeting all eligibility and other requirements for the position. A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject to section 5.7 below and staff rule 4.16 (b) (ii). Therefore, a staff member holding a temporary appointment in the General Service or related categories may only apply to positions within those categories. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment. Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply.
