The Democratic Republic of the Congo (DRC) is responding to its 17th Ebola Virus Disease (EVD) outbreak, confirmed in May 2026 and affecting Ituri, North Kivu, and South Kivu provinces. The situation remains complex and evolving, with transmission occurring in both community and health-care settings. Response efforts are led by national authorities in a context shaped by health system limitations, logistical constraints, insecurity, displacement, and diverse community perceptions influencing health-seeking behaviors. UNICEF supports the Government through a multi-sectoral approach, focusing on community engagement, surveillance, infection prevention, and the continuity of essential services for vulnerable populations. This context requires strong coordination, adaptability, and cultural sensitivity to support effective and equitable response efforts, particularly for children and at-risk communities. How can you make a difference? Under the supervision of the People and Culture Manager (P-4), you deliver the day-to-day HR services required by the response: accelerated recruitment and non-staff engagement, administration of deployments and personnel movements, onboarding, workforce data and reporting, wellbeing and duty of care, and first-line advice to managers and personnel. You bring knowledge of the national labour market, national staff rules and the local operating context, and is a key link between the response, the Country Office and the Global Shared Services Centre. Minimum requirements: - Education:University degree (Bachelor's or equivalent) in Human Resource Management, Business Management or Administration, International Relations, Psychology, Law, Social Sciences or a related field. - Work Experience:Minimum two (2) years of professional experience in human resource management in an international organization, UN agency, NGO or large corporation, including recruitment, contract administration and HR operations. - Skills:Sound knowledge of HR management principles, including recruitment, contractual modalities, entitlements and benefits, and performance management.Ability to identify issues, conduct rigorous research and formulate sound recommendations.Strong planning and organizational skills, with the ability to manage a high volume of transactions under tight deadlines and shifting priorities.Excellent command of HR information systems, spreadsheets and reporting tools, with strong attention to data accuracy.Ability to communicate effectively in a diverse organization and to empathize with managers and personnel while advocating consistent and equitable application of HR rules.Discretion and integrity in handling confidential information; commitment to gender equality, diversity and inclusion, PSEA and safeguarding.Language Requirements: Fluency in French and an intermediate knowledge of English are required. - Sound knowledge of HR management principles, including recruitment, contractual modalities, entitlements and benefits, and performance management. - Ability to identify issues, conduct rigorous research and formulate sound recommendations. - Strong planning and organizational skills, with the ability to manage a high volume of transactions under tight deadlines and shifting priorities. - Excellent command of HR information systems, spreadsheets and reporting tools, with strong attention to data accuracy. - Ability to communicate effectively in a diverse organization and to empathize with managers and personnel while advocating consistent and equitable application of HR rules. - Discretion and integrity in handling confidential information; commitment to gender equality, diversity and inclusion, PSEA and safeguarding. - Language Requirements: Fluency in French and an intermediate knowledge of English are required. - Language: Knowledge of another official UN language (Arabic, Chinese, Russian or Spanish) or a local language - humanitarian, emergency or outbreak response experience; work in eastern DR Congo or hardship duty stations; knowledge of the national labour market, national staff rules and local employment practice - Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
