The Democratic Republic of the Congo (DRC) is responding to its 17th Ebola Virus Disease (EVD) outbreak, confirmed in May 2026 and affecting Ituri, North Kivu, and South Kivu provinces. The situation remains complex and evolving, with transmission occurring in both community and health-care settings. Response efforts are led by national authorities in a context shaped by health system limitations, logistical constraints, insecurity, displacement, and diverse community perceptions influencing health-seeking behaviors. UNICEF supports the Government through a multi-sectoral approach, focusing on community engagement, surveillance, infection prevention, and the continuity of essential services for vulnerable populations. This context requires strong coordination, adaptability, and cultural sensitivity to support effective and equitable response efforts, particularly for children and at-risk communities.
How can you make a difference?
Under the overall guidance of the Chief People and Culture and in close coordination with the Emergency Coordinator for the Ebola Response, you lead and are accountable for the full people agenda of the L3 response. You design and drive the workforce strategy for the emergency, guarantees rapid and compliant staffing of the response, lead the dedicated response P&C team, act as the senior strategic HR business partner to the Emergency Management Team, and safeguard the wellbeing, duty of care and employee experience of every person deployed to the response.
Main duties and responsibilities:
- Emergency workforce planning and strategic human resources leadership
- Surge management and emergency deployments
- Accelerated recruitment and non-staff engagement
- Onboarding, induction and integration
- Business partnering, performance and HR troubleshooting
- Staff wellbeing and duty of care
- Learning, mandatory training and deployment readiness
- HR analytics, reporting and decision support
- Coordination with the Regional Office, Headquarters, Surge mechanisms and the GSSC
- Compliance, risk management and internal control
- Management and supervision of the response P&C team

To qualify as a champion for every child you will have...
Minimum requirements:
- Education:Advanced university degree (Master's) in Human Resource Management, Business Administration, Organizational Psychology, Social Sciences, International Relations, Law or a related field.
- Work Experience:Minimum eight (8) years of progressively responsible professional experience in human resource management, including at least three (3) in an international organization. Demonstrated experience in humanitarian or emergency operations, including surge deployment and accelerated recruitment. Proven experience supervising and developing a team.
- Skills:Advanced knowledge of HR management principles and practice, including emergency and surge procedures, talent acquisition, contractual modalities, entitlements, performance management and workforce planning.Sound understanding of UN/UNICEF regulations, rules and fast-track emergency HR measures (highly desirable).Strong analytical capacity: ability to turn workforce data into clear recommendations for senior management; proficiency in HR information systems and dashboards.Ability to deliver at speed under pressure and decide with incomplete information, without compromising integrity or compliance.Strong client orientation, negotiation and influencing skills, with the ability to challenge and advise senior managers constructively.

- Language: Knowledge of another official UN language (Arabic, Chinese, Russian or Spanish) or a local language
