## National Consultant u2013 DHIS 2 Transition, Coaching and Supervision, WHO Country Office, Cambodia, Phnom Penh, Cambodia - Organization:WHO - World Health Organization - Office:WHO Phnom Penh DHIS 2 Transition, Coaching and Supervision, WHO Country Office, Cambodia Contractual Arrangement : External consultant Contract Duration (Years, Months, Days) : 6 months Job Posting: Sep 2, 2026, 6:56:37 AM Purpose of the Consultancy Support DPHI to effectively implement the workplan agreed upon under the GAVI innovation to up grant to support rapid transition to the new HMIS platform (DHIS2) and improve use of data for action. Support tracking, reporting and documentation on HMIS transition activities. The digital health landscape of Cambodia is developing rapidly with many new initiatives being planned and under development. In line with these efforts, Cambodia is finalizing its National Digital Health Strategy and is also planning to develop a digital health enterprise architecture blueprint and a five-year costed action plan to guide its digital health transformation efforts. The Ministry of Health is also currently undergoing a transition of the current health management information system (HMIS) to the DHIS2 platform and is expecting to roll out use of the new HMIS to all public health facilities in the country. Specifically, the Department of Planning and Health Information (DPHI) is leading the roll out of the new HMIS. To date, DPHI has developed the DHIS2 based HMIS, has trained all health facilities on its use and soon will be launching the DHIS2 platform, conducting coaching and supervision, as well as developing a form for use of DHIS2 by the private sector and supporting Provincial Health Departments (PHD) to train private sector facilities in their provinces. DPHI will also be continuing to develop job aides and respond to feedback from users, which is critical during the early stages of the roll out of the new HMIS platform. Finally, DPHI is working with various departments to develop APIs for data integration between various information systems to streamline data sharing and reduce duplicative data entry. WHO, through the GAVI innovation top-up grant, is providing technical assistance to the DPHI on these efforts. Hence, WHO is looking to hire a local consultant to provide support to DPHI to implement these key activities to successfully complete the HMIS transition process and ensure long term institutionalization of the new HMIS, as well as support WHO with other tracking, reporting and documentation on digital health transformation activities overall. Output 1: Follow up from coaching and supervision for the DHIS2 based HMIS Deliverable 1.1: Create register of HMIS feedback and issues with actions and solutions with a synthesis for after action review to feed into needed system adjustments and potential development of job aides. Deliverable 1.2: Support the collection and organization of financial documents to reconcile the coaching and supervision activity. Deliverable 1.3: Support the user centered design process for the development of data use tools (dashboards) to improve use of data for action. Output 2: Support to additional transition activities for DHIS2 institutionalization Deliverable 2.1: Support the DPHI with activities related to the development of the private sector HMIS form, orientation on the form to PHD and support to PHD in the roll out of trainings on the form. Deliverable 2.2: Support DPHI to develop user guides and other job aide materials for use of DHIS2 by HIS officers. Deliverable 2.3: Support DPHI with continued technical support to roll out as feedback is received from HIS officers on use of the DHIS2 system. Deliverable 2.4: Participate in technical discussion on the development of APIs for data integration between the HMIS and other information systems. Output 3: Participation in Health Systems team activities and reporting Deliverable 3.1: Report weekly to the Health Systems coordinator on activities conducted (weekly updates) Deliverable 3.2: Participate in internal meetings upon request Deliverable 3.3: Prepare a monthly activity report Qualifications, experience, skills and languages Educational Qualifications Essential: First university degree (bachelor's degree) in computer science and engineering or related field. Desirable: Advanced university (master's degree) in information technology engineering or related field. Essential: Minimum 7 years' work experience in health information systems development, information management and database development, and information communication technology Desirable: Experience in working with an international organization. Specific knowledge of the transition of the national health management information system to the DHIS2 platform in Cambodia. - Experience with DHIS2 as a health management information system - Experience in the development of training materials, conducting training of trainers and mentoring staff on use of DHIS2. - Strong reporting and communication skills Languages and level required Essential: Advance written and spoken fluency in English and Khmer is essential Desirable: Proficiency in other local languages in Cambodia.
