## Associate Programme Officer, DMD/SPTI (FT-Ltd), Geneva, Switzerland - Organization:ITC - International Trade Centre UNCTAD-WTO Organizational Setting and Reporting The International Trade Centre (ITC) mandate is: "Transforming trade. Changing lives." By enabling trade-led economic development, especially in the Global South, ITC enables small businesses to reach their potential and strengthens ecosystems for long-term impact. This position is located in the Division of Market Development (DMD) in the Strategies and Policy for Trade and Investment (SPTI) Section. SPTI assists chambers of commerce and other business organizations in articulating business views to ensure that trade and investment negotiations, national policies and regulatory reforms all reflect a well-informed business perspective. In addition, SPTI assists policymakers in ensuring that this business perspective is factored into the adoption and modernization of guidance documents, policies, legal and regulatory frameworks. SPTI also helps trade and investment negotiators understand this business perspective. The focus of the job is to support the development, implementation and monitoring of designated projects. Under the direct supervision of the Programme Officer, Trade and Investment Policy, SPTI, and the overall supervision of the Senior Officer, Trade and Investment Policy , SPTI, the Associate Programme Officer will be responsible for the following duties: - Assisting the work with key clients to facilitate the development, implementation and evaluation of assigned trade and investment policy related programmes/projects, etc.; monitors and analyzes specific aspects of programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and recommends corrective actions; liaises with relevant parties; identifies and tracks follow-up actions. - Provides assistance for policy coordination and evaluation functions, including the review and analysis of emerging issues and trends, participation in evaluations or research activities and studies. - Assists in performing consulting assignments, in collaboration with the client, by planning facilitating workshops, and assisting in developing the action plan the client will use to manage the change. - Assists in survey initiatives; assists with design of regulatory reviews and assessments, analyzes and interprets responses, identifies problems/issues and prepares preliminary conclusions. - Contributes to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications, etc. - Provides administrative and substantive support to workshops, trainings, consultations and other meetings, conferences, etc., to include proposing agenda topics, identifying and proposed participants, preparation of background documents and presentations, handling logistics, etc. - Participates in field missions, including provision of substantive and administrative support, data collection, etc. - Performs other duties as required. - Professionalism: Advanced knowledge of trade and investment policy and related initiatives. Ability to develop TRTA budgets and intervention plans. Ability to identify issues, analyze and participate in the resolution of issues/problems. Ability to assist with regulatory reviews and assessments using various methods. Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. Ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. An advanced university degree (Master’s or equivalent) in business administration, management, economics, or a related field such as international trade. A first level degree in business administration, management, economics or a related field such as international trade may be accepted with an additional two years of relevant professional work experience. Job - Specific Qualification A minimum of two years (4 years with a first level degree) of relevant experience in project/programme management, or related area is required. Experience in trade and investment policy is desirable. Experience in implementing technical assistance projects on competition law/policy in regional projects covering South-East Asia is desirable Experience in proposal design and project development for trade-related technical assistance projects is desirable English and French are the working languages of the United Nations Secretariat. For this job opening, English is required. The table below shows the minimum required level for each skill in these languages, according to the UN Language Framework (please consult https://languages.un.org for details). Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview. The appointment against this position is limited to the International Trade Centre. The conditions of service are governed by the United Nations Staff Rules and Regulations. This is a fixed term appointment for an initial period of one (1) year. The candidate selected will be granted a fixed-term appointment limited ("FTA-limited") for project related needs only that may be extended, subject to funding, up to four years. At the completion of the project funding of the position, the external candidate selected holding a FTA-limited will be separated upon expiration of appointment in accordance with staff rule 9.4. ITC staff members who meet the definition of "internal candidate" in staff rule 4.10, who are selected for a position subject to FTA limited will be reassigned to the position without a lien to their parent position.
