## Area Education Officer, Jerusalem, Ramallah, occupied Palestinian territory - Organization:UNRWA - United Nations Relief and Works Agency for Palestine Refugees in the Near East - Country:occupied Palestinian territory - Office:Ramallah Men Training Center Organizational Setting and Reporting UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5.8 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA's services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance, and emergency assistance. UNRWA is the largest UN operation in the Middle East with more than 30,000 staff. UNRWA is funded almost entirely by voluntary contributions. The Incumbent: 1.Supervisor: The incumbent of this post reports to the Chief Field Education Programme on technical matters and to Chief, Area Office on operational issues. 2.Supervisees: The incumbent supervises a large team of professional and support staff, including area Education Specialists, School Principals and Deputy School Principals within his/her area. and provides leadership and management guidance on managerial and programmatic matters related to the education in the designated Area. The incumbent: 1. Ensures the delivery of quality basic education services to refugee students enrolled at schools in the area so that the academic potential of each child is realized and the overall school academic achievement level is improved; provides technical supervision and guidance to all School Principals and Deputy School Principals within his/her area; develops and maintains a safe and stimulating learning environment within the area through the ongoing development of respect, discipline and morale among Teachers, School Principals, Deputy School Principals, staff, students and parents; 2. Manages the performance and behavior of School Principals and Deputy School Principals assigned to schools in their respective area against standards including the development of individual and school goals and objectives, the provision of authoritative feedback and follow-up based on the extent of their achievement and the prioritization of awards and training needs within the schools in his/her area; 3. Develops and maintains positive and supportive relationships with the community leaders, NGOs, government institutions and other relevant organizations through effective communication and action as appropriate; 4. Oversees the co-ordination of provision of support services (remedial teaching, psycho-social counseling, medical referral and special needs) to under-performing and misbehaving students in his/her area and the liaison between student, teaching staff, support specialists and parents to effectively address issues identified; 5. Ensures the effective and efficient administration of the staff, students and premises, equipment and supplies within the schools in his/her area in accordance with UNRWA guidelines; inspects school premises, furniture and other equipment in the schools within his/her area to ensure they are being used in accordance with Agency standards; 6. Performs other duties as may be assigned by the supervisor. Managing Complexity and Change An advanced university degree from an accredited institution in education or in a subject taught in UNRWA schools. - Desirable Qualifications: PhD in education or a related subject. Job - Specific Qualification Indicate your current involvement in any outside activities, as it is required. Including but not limited to employment, independent contractor/freelance consultant, board member (corporate, academic, etc), expert group, lobby, public speaking/writing (article, book, blog, social media etc), teaching, conferences, training, press statement, voluntary work, political activity, fundraising/donation for non-UNRWA entity, running for public office, role in political party or orgs, owning business, work for gov./NGO/private company/charity, UNRWA partner/vendor, full/part-time, paid or not. A “yes” answer doesn’t necessarily lead to exclusion from future work at UNRWA, yet misrepresentation in providing accurate/complete info can lead to disqualification/termination of appointment, if hired. At least seven years' experience in teaching or instructing in subjects relevant to those taught in URNWA schools of which at least three years' experience as a School Principal or instead of in a similar administrative/supervisory capacity is required. -Please confirm if you live/ reside in West Bank or Jerusalem? English and French are the working languages of the United Nations Secretariat. For this job opening, English is required. Arabic is required. The table below shows the minimum required level for each skill in these languages, according to the UN Language Framework (please consult https://languages.un.org for details). - Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview The appointment against this position is limited to the UNRWA - Programme Education - West Bank. Conditions of service Contract Type: Fixed Term Appointment for 1 year; including 1 year probation period, with the possibility of further extension, subject to the availability of funds, satisfactory performance, and continuing need. Grade and Salary: Grade and Salary: Grade 17 Monthly basic salary USD1,825.40, payable in JD at UN monthly exchange rate, plus 35 % of the basic salary as a special occupational allowance (SOA). Other benefits: Other benefits include monthly Provident Fund contribution (15.4% of basic salary paid by the Agency), compulsory medical insurance, 30 days of annual leave, and dependency allowance (if applicable). Additional benefits:- 2 days of sick leave for each completed month of service.- 14 weeks of Maternity Leave.- 2 weeks paternity leave. This vacancy notice is open to internal candidates only.
