## ADMINISTRATIVE ASSISTANT, New York, United States - Organization:DPO - Department of Peace Operations - Office:DPO in New York, USA Organizational Setting and Reporting This position is located in the Child Protection Team, Policy and Best Practices Service (PBPS), Division of Policy, Evaluation and Training (DPET), Department of Peace Operations (DPO), New York. The Administrative Assistant will report to the Child Protection Officer (P-4). The Policy, Evaluation and Training Division (DPET) is mandated to develop and disseminate the policy and doctrine guiding the work of Peacekeeping Operations. In addition, the division has the responsibility to evaluate, at the request of the heads of the departments, how those policies are being applied, gather lessons learned and best practices, and use that information to guide the development, coordination and delivery of standardized training, so as to complete the learning cycle. DPET is also responsible for developing and maintaining strategic cooperation with various UN and external partners. The Policy and Best Practices Service (PBPS) is part of the Policy Evaluation and Training Division (DPET) of the Department of Peace Operations. It provides support to both DPO and DOS. The core function of PBPS is to help improve the efficiency and effectiveness of peacekeeping operations through the exchange of good practices between missions, the development of guidance material that reflects lessons learned, and thematic policy support in selected areas. Within delegated authority, the Administrative Assistant will be responsible for the following duties: Human Resources Management: - Initiates, processes, monitors, reviews and follows-up on actions related to the administration of the unit's human resource activities, e.g., recruitment, placement, relocation, promotion, performance appraisal, job classification reviews, separation, training etc., ensuring consistency in the application of regulations and procedures. - Enters, maintains and certifies administrative data and records for time and attendance, performance appraisal, etc. in electronic information systems. - Reviews entitlements-related claims and reports. - Provides advice and guidance to staff with respect to administrative procedures, processes and practices, liaising with central administrative services as necessary. Budget and Finance - Monitors status of expenditures and allotments through UMOJA, records variations, updates budget tables, drafts cost plans. - Reviews status of relevant expenditures and compares with approved budget. - Reviews requisitions for goods and services to ensure (a) correct objects of expenditure have been charged and (b) availability of funds. - Assists in the preparation of budget performance submissions. - Prepares statistical tables and standard financial reports. General Administration: - Prepares, processes and follows-up on administrative arrangements and forms related to the official travel of staff. - Drafts routine correspondence. - Maintains files of rules, regulations, administrative instructions and other related documentation. - Maintains up-to-date work unit files (both paper and electronic). - Coordinates extensively with service units and liaises frequently with internal team members both at Headquarters and in the field. - Performs other related administrative duties, as required, e.g., operational travel programme; monitoring accounts and payment to vendors and individual contractors for services; organizing and coordinating administrative arrangements for seminars, conferences and translations. - Provide assistance to other Protection Pillar teams as needed. Contract Administration: - Assists with day-to-day administration of contracts between the UN and external contractors for outsourced services. - Audits the contractors' invoices against the goods and services provided by the contractor and approved by the UN. - Processes the payment of contractors' invoices and monitor payments. - Prepares and processes all UN forms and permissions for contractual and work Unit, Section or Service UN staff, including: UN grounds passes, property passes, UN parking permits, swipe-card access and door keys. Professionalism: Ability to perform a broad range of administrative functions, e.g., budget/work programme, human resources, database management, etc. Ability to apply knowledge of various United Nations administrative, financial and human resources rules and regulations in work situations. Client Orientation: Considers all those to whom services are provided to be "clients" and seeks to see things from clients' point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients' needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients' environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client. High school diploma or equivalent is required. Job - Specific Qualification A minimum of 5 years of experience in administrative services, finance, accounting, audit, human resources or related area is required. The minimum years of relevant experience is reduced to 3 for candidates who possess a first-level university degree or higher. Experience working in an international organization is required. Experience with non-staff recruitment and acquisition functions in Umoja or similar ERP system is desirable. Experience with integrated information management systems (such as Inspira or Unite Correspondence) is desirable. Experience preparing and processing official travel is desirable. English and French are the working languages of the United Nations Secretariat. For this job opening, English is required. French is desirable. Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview. - This position is temporarily available until 31 March 2027, with the possibility of an extension.
